    <description><![CDATA[<p><a href="http://redgreenandblue.org/files/2009/05/autoemissions.jpg"><img class="alignright size-medium wp-image-3190" src="http://go635254.s3.amazonaws.com/redgreenandblue/files/2009/05/autoemissions-300x225.jpg" alt="" width="300" height="225" /></a>President Barack Obama&#8217;s new fuel emissions standards are a step in the right direction, most people seem to agree. The carbon emissions saved under the plan could equal a 30-percent reduction in auto emissions in the United States, say estimates. The plan, which requires automakers to improve fuel-efficiency by the year 2016, is one that 10 automakers have signed onto - even Ford, <a href="http://www.latimes.com/news/nationworld/nation/la-na-emissions20-2009may20,0,7406918.story" target="_blank">which reportedly got cold feet at the last moment.</a></p>
<p>For American car buyers, though, the landmark agreement will mean an average $1,300 increase in the price of a new car by 2016. And to a car-buying public that hasn&#8217;t yet latched onto the idea of a hybrid vehicle, that price increase might be a tough one to swallow.

<p><strong>A new study shows that pollution from automobiles and coal-fired power plants is contributing to the melting of mountain snowpacks up to a month early, exacerbating water shortages and polluting streams in the arid West. </strong></p>
<p>We&#8217;ve all seen it. That white fluffy blanket of snow that looked so nice after it fell a couple weeks back is no longer white and fluffy. It has been capped with a layer of dark sooty particulate matter, turning it from white to gray to black. Having grown up in the Boston area, this was the reality of virtually every snowstorm I can recall from my youth. But that dark, sooty particulate matter that builds up on the stale snow is not only an aesthetically unpleasing feature of urban landscapes in the winter, it happens in the North American snowscapes of the Rockies, the Sierra Nevadas and the Cascades - with far more serious consequences.</p>

<p>A peer-reviewed study conducted by scientists at the Department of Energy&#8217;s Pacific Northwest National Laboratory, is the first to explore changes to snowmelt caused by soot pollution at a regional level. The study, authored by Qian, Gustafson, Leung and Ghan, is scheduled to be published next month in the <em>Journal of Geophysical Research-Atmospheres</em>.

<p class="MsoNormal">As is tradition, a new year brings extra cause for moments of introspection. It&#8217;s a time to plot goals for what&#8217;s ahead, partly based on self-assessment of how we handled the year that&#8217;s just passed.</p>

<p class="MsoNormal">For me, one aspect of the environment-minded life stands starkly clear from the rest: personal transportation.</p>

<p>Nine finalists in the <a href="http://crispgreen.com/2008/11/design-la-2025-motorsport-gallery/" target="_blank">Design LA Motorsports 2025 Design Challenge</a> are set to revolutionize the auto sports world of the future. The <a href="http://www.laautoshow.com/DC08/Interface/MAZDA.html" target="_blank">Mazda Kaan</a> (above) is kept company by designs from <a href="http://www.laautoshow.com/DC08/Interface/GM.html" target="_blank">GM</a>, <a href="http://www.laautoshow.com/DC08/Interface/HONDA.html" target="_blank">Honda</a>, <a href="http://www.laautoshow.com/DC08/Interface/AUDI.html" target="_blank">Audi</a>, <a href="http://www.laautoshow.com/DC08/Interface/BMW.html" target="_blank">BMW</a>, <a href="http://www.laautoshow.com/DC08/Interface/VW.html" target="_blank">Volkswagen</a>, <a href="http://www.laautoshow.com/DC08/Interface/MERCEDESBENZ.html" target="_blank">Mercedes-Benz</a>, <a href="http://www.laautoshow.com/DC08/Interface/MITSUBISHI.html" target="_blank">Mitsubishi </a>and <a href="http://www.laautoshow.com/DC08/Interface/TOYOTA.html" target="_blank">Toyota</a>. <p><a href="http://redgreenandblue.org/files/2009/01/snow_science_2.jpg"><img class="alignleft alignnone size-full wp-image-2378" style="margin: 3px;float: left" src="http://redgreenandblue.org/files/2009/01/snow_science_2.jpg" alt="snow research" width="200" height="285" /></a>&#8220;The important thing is the change in timing of available water,&#8221; explained William Gustafson, an atmospheric scientist at the Pacific Northwest National Laboratory and one of the study&#8217;s primary authors. In essence, there will be plenty of water in the early spring, when water availability is never a problem. But come late summer, rivers are losing their water much earlier than before.</p>
<p>But faster runoff also means less water for farming and residential use, less potential for hydroelectric energy, shorter rafting and skiing seasons and less-than stellar fishing conditions. For Rocky Mountain states like Colorado, Utah and Wyoming, the economic impact on the recreation industry alone, is reason alone to take this study&#8217;s findings seriously.</p>

<p>But addressing the problem with real solutions is a political nightmare. Water politics in the West is already tenuous, add to the situation drivers that begin across state and international borders, and you are left with what seems like a <em>virtually </em>untangleable knot. You see, it just so happens that the changes needed in our infrastructure to clean up our automobiles, our factories, and our energy supply to mitigate the effects of rising amounts of carbon dioxide in the atmosphere, are the very same kinds of changes we need to reduce the amount of particulate emissions in the air that turns that snow black and melts it so hastily.<strong></strong></p>

<h4>Tough auto emissions standards backed by Florida Gov. Charlie Crist cleared an important obstacle when a state commission approved rules fiercely opposed by the auto industry but praised by environmentalists.</h4>
<p>The Florida Environmental Regulation Commission voted 6-1 to adopt an emissions rule as a way of lowering the greenhouse gases. The Florida rule to <a href="http://www.forbes.com/feeds/ap/2008/12/03/ap5773837.html">regulate carbon emissions from cars</a> is modeled after the California rule which is still being held up in regulatory limbo.</p>

    <description><![CDATA[<p><a href="http://ecochildsplay.com/files/2008/09/car-exhaust-fumes.jpg"><img class="alignleft size-full wp-image-1650" src="http://go635254.s3.amazonaws.com/ecochildsplay/files/2008/09/car-exhaust-fumes.jpg" alt="car pollution is bad for babies" width="294" height="194" /></a>A recent paper in the <a href="http://www.nber.org/papers/w14196" target="_blank"><em>National Bureau of Economic Research</em></a> titled <a href="http://www.nber.org/papers/w14196.pdf" target="_blank">&#8220;Air Pollution and Infant Health: Lessons from New Jersey&#8221;</a> examined a large sample size of infants and mothers.  Using information from air quality monitors near children&#8217;s residences, researchers discovered &#8220;consistently negative effects of exposure to pollution, especially carbon monoxide, both during and after birth.&#8221;  This really doesn&#8217;t come as any big surprise to me, but research like this is important in substantiating why we need stricter clean air regulations.

Yet the size of my country means that to get to the capital - London - it is a mere two hour&#8217;s train journey.</p>
<p>London is often called the Big Smoke by those not living there. An almost reverent and  hushed tone is applied to our country&#8217;s largest city.</p>
<p>The clue&#8217;s in the name. Big Smoke. Whilst London may well be an internationally vital centre for commerce, a city rich in culture, it is far from being an environmentally friendly corner of the world.</p>
<p>Perhaps this is about to change.

The U.S. Environmental Protection Agency has been ordered to release all documents pertaining to Administrator Stephen Johnson&#8217;s controversial blocking of California&#8217;s waiver to control greenhouse gasses in that state.</p>
<p>The announcement came in an email released by <a href="http://www.peer.org/news/print_detail.php?row_id=965">Public Employees forEnvironmental Responsibility</a> (PEER), saying  Johnson has bowed to a Congressional request for the information, following the controversy sparked by his controversial decision.</p>
<blockquote><p><em>PEER&#8217;s Executive Director Jeff Ruch is quoted as saying: &#8220;What made Johnson’s decision so striking is that for months he said he was basing it on the scientific and legal merits and then did the precise opposite.  One employee told me ‘I am ashamed to admit that I work at EPA’ and another asked ‘What am I supposed to tell my children when they ask me what I am doing to fight global warming?’”</em></p></blockquote>
<p>Johnson has said he will not attend a field hearing of Senator Barbara Boxer&#8217;s (D-CA), Senate Environment &#38; Public Works Committee on January 10th in Los Angeles.  His appearance before Congress, however, promises to be contentious at best.
