How do Brits like to be green, and what green behaviors do they still avoid?

That’s what a new survey by the Economic and Social Research Council (ESRC), the Institute for Social and Economic Research (ISER), and the National Centre for Social Research (NatCen) is showing us by examining the environmental actions and preferences of 100,000 British people from 40,000 households.

The findings presented below are the first from a new annual household survey in Britain named Understanding Society. The environmental topics are one subset of the whole survey, which also examines the “working lives, relationships, health, finances, neighbourhoods, education, transport and more” of Brits.

What are the main findings thus far?

A new report, The Economics of Ecosystems and Biodiversity (TEEB), attempts to bring to the world’s attention the truly great economic value of ecosystems and biodiversity, as well as the benefits of taking these into account when making policies.

The value of the world’s natural ecosystems and biodiversity is something lacking in most economic analyses. Lack of value for what is truly priceless doesn’t just hurt the environment, however. It is also a sort of economic suicide. This new report, hosted by the United Nations Environment Programme and supported by key EU, UK, German, Swedish, Dutch, and Norwegian bodies, attempts to bring all of this to our attention more and show some positive case studies of how taking the environment into consideration can actually save us money.

As the report says: “the failure of markets to adequately consider the value of ecosystem services is of concern not only to environment, development and climate change ministries but also to finance, economics and business ministries.”

Some of you may not be aware of the intricacies of the British parliamentary system, but one of its stranger quirks is something called the House of Lords - an amalgam of hereditary aristocrats, ageing bishops and a range of other assorted oddballs.

Over the years (centuries), this ‘upper house’ has cultivated something of a reputation for eccentricity - but the latest outburst from Conservative Lord McColl takes the biscuit. In order to tackle the safety risk posed to pedestrians by quiet electric cars he suggested the following proposal:

“My Lords, does the Minister accept that there might be a simpler solution? When I purchased one of these cars a few years ago, my wife, being very practical, said that the answer would be to put on the front of the car a small Swiss cowbell….”

British company e-Motive has launched a range of electric scooters in the UK and, at prices starting from just £1399 ($2300), is hoping to kickstart a zero-emission revolution.

The e1, e3 and e5 debut models are powered by the latest electric motor and battery technology, are road tax exempt, and cost as little as one pence per mile to run.

Speaking about the launch, e-Motive Managing Director, Paul Williams, gushed, “The reliability, rideability and all-round consumer package that comes with these scooters finally makes owning and running a zero-emissions vehicle affordable, supremely practical and desirable.”

For those eager to absolve the carbon guilt caused by yet another international flight, Heathrow airport is trialling an innovative electric car shuttle fleet to ferry passengers to and from the business car park.

Seeing as Heathrow is the world’s busiest international airport, I suppose the effort is a little bit like launching an attack on a saber-toothed tiger with a blunt knife, or maybe a feather duster… But hey, maybe I’m being unfair - I suppose you’ve got to start somewhere right? And I admit, the system does seem a bit nifty - if not quite as good as the Johnny Cabs (video) in Total Recall.

Cops based near Oxford in the UK have revealed that they are unable to to use flashing blue lights on their new electric car - in case it drains too much power from the battery.

Britain’s first IVF white rhino calf has been born at the Colchester Zoo.

The history-making calf is named Zamba, and was welcomed into the world on October 3, following a 16-month pregnancy. His mother, 11-year-old Cynthia, was in labor for three hours and was able to deliver the calf on her own. Zamba’s father, Simba, had died in April at the age of 41.

Looking to create products for the real world as soon as possible, a new research center in the UK is aiming to speed up the development and installment of a variety of low carbon technologies to ensure a greener future for us all.

This new £50 million ($80 million) center hopes to do this through more coordinated and focused efforts from four universities and a regional development agency. The four universities that have teamed up are Hull, Leeds, Sheffield and Yorkshire, and they are working with the regional development agency Yorkshire Forward. The name of the new center is Centre for Low Carbon Futures (CLCF).

Here’s one for the “surprising” list: a consortium of researchers and business partners at the University of East Anglia in Britain has found that they can convert diesel buses to run on either diesel or methane for a “small fraction of the cost” of purchasing a natural gas-only bus. The implications for Britain’s (and the world’s) fleets of already-existing diesel buses are huge.

The buses will run on biomethane — which is methane captured from landfill decomposition or other sources of surface biological decomposition and not derived from buried fossil sources. Methane is a large part of what makes up natural gas. According to the consortium, the converted bus will reduce emissions of pollutants and greenhouse gases by about half when compared to a standard diesel-only bus.

The converted vehicle was originally part of the local bus fleet run by the Anglian Bus & Coach company. After conversion of the standard Mercedes diesel engine, the bus now runs from 60-80% of the time on biomethane and the rest on diesel. Having the option to switch back and forth provides flexibility to the bus operator in the case of a shortage of either fuel.

This column highlights the top economic stories of the week.

Having children is the surest way to send your carbon footprint soaring, according to a new study from statisticians at Oregon State University.

The study found that having a child has an impact that far outweighs that of other energy-saving behaviors. More on this story here.

A quarter-century ago, in the wake of America’s first energy crisis, a young scientist named Amory Lovins came to the Rocky Mountains and built himself a radical house based on a radical idea. The country could save both energy and money, he believed, by combining common sense and unconventional technology. More on this story here.

According to this week’s Economist, Britain will soon start to run out of electricity. How long will it be until its lights go out? More on this story here.

A week ago a leading Indian daily published findings from a government report which assessed the feasibility of providing $17 billion in solar subsidies over the next 30 years.

The report notes that India will be able to afford the complete expenses of the program which will make India one of the largest producers of solar energy, if not the largest. More on this story here.

The front pages in the UK this week are a-spread with the news of record profits at Barclays Bank, with accompanying bonuses for top bankers. This echoes last week’s story at Goldman Sachs. Given the recent bailouts and government support, the Economist is right to note that ‘such largesse looks cheeky at best’!

Although the two crises have little in common, this obstinate reminder of how little has changed in the financial sector prompts me to deeper pessimism in the environmental crisis. More on this story here.

According to the most recent data estimates, roughly 70 million sharks are caught (and killed) each year, most of this is for food, some for sport, and sadly, some just out of fear.

But most of the commercially fished sharks are in fact killed for their fins only–their mutilated carcasses are simply tossed overboard. This is known as “finning”. The fins make their way into a dish known as shark fin soup–a prized delicacy in Japan but also in some Scandinavian countries and in Germany. And as its popularity increases, so do catches–and almost any shark will do (100 out of 400 species are presently exploited for food, according to the Shark Foundation). According to the IUCN (which tracks endangered species with its annual “red list“) and governmental and NGO conservation groups, one third or more of all shark species are endangered.

The Hazel Dormouse, once widespread throughout the UK, is now vulnerable to regional extinction. Fortunately, an ongoing reintroduction plan is helping to increase the numbers of Britain’s only native dormouse species.

Loss of hedgerows and fragmentation of woodland habitat has nearly wiped out the Hazel Dormouse from Britain. But, thank to the PTES’ Hazel Dormouse Biodiversity Action Plan, this species is being reintroduced to the wild.

At the latest dormouse release organized by the People’s Trust for Endangered Species (PTES), 11 male and 14 female Hazel Dormice were released “somewhere in Warwickshire.” These young dormice were comprised of animals from wild animal parks and several private breeders, ensuring genetic diversity in the new population. They have been microchipped to enable ongoing monitoring.

For the first two weeks, the dormice will live in large cages as they become accustomed to their new surroundings, receiving food and water daily. Then, the cage doors will be open and the little mammals will be able to explore the surrounding woodland on their own, and eventually live independently.

A UK company has launched a new device that allows users to cut-off their water supply at the flick of a switch, drastically reducing wasteage and giving a significant boost to water conservation efforts.

Instead of scrabbling around looking for the stopcock, the new Surestop device allows users cut supply instantly, saving water loss, and consequent damage, whilst giving householders direct control over water consumption.

Now the company hopes to expand into areas crippled by drought, where water conservation is a pressing priority.

During a recent meeting of the Environment minsters of EU member countries side stepped the issue of declaring carbon dioxide a pollutant. While the minsters agreed on a proposal to reduce industrial pollution various environment groups criticized the ministers’ inaction on what seemed an essential and significant decision in Europe’s fight against climate change.

According to the deal reached, heavy industries like power plants and oil refineries will have to comply to new and stricter sulfur and nitrogen emissions as well as the release of dust particles, asbestos and heavy metals into the environment. Obviously, carbon dioxide has been left out which is why the environmentalists have been fuming. European leaders should have sent a strong message by classifying carbon dioxide as a pollutant keeping in mind the Copenhagen Climate Talks scheduled later this year.

Classify carbon dioxide as a pollutant would have added teeth to the EU goal of 20 percent reduction in carbon emissions by 2020 by adding the health aspect it. European Environment Bureau, a coalition of local environmental groups voiced its concerns saying,

The next climate treaty is likely to include much tougher emission reduction goals for the developed countries and given the tormenting economic conditions their governments could be looking to outsource a significant percentage their emission reduction responsibilities to developing countries.

Although all the developed countries involved in negotiations for the next climate treaty agree that tougher emission reduction goals are necessary to combat global warming, they also acknowledge the fact that they are at loss of adequate resources to achieve those goals. While many plan to introduce carbon trading schemes the economic crisis means that the effectiveness of such schemes cannot be guaranteed. And thus, these countries seem to be looking for some tweaks in order to achieve those goals while avoiding any further damage to their economic growth.

The emission reduction schemes of both European Union and the United States allow a major portion of the emissions goals to be achieved by outsourcing them to developing countries. Experts fear that the real reduction in domestic emissions could be very less.

The Environment Minister of Northern Ireland, Sammy Wilson, called British TV ads on climate change ‘propaganda’ and banned them.

The TV ads were made by the British government and are part of their ‘Act on CO2′ campaign which encourages citizens to reduce their consumption of electricity and fossil fuels. You can view the ads on the Directgov website (Requires Flash Player). The first ad ‘Standby’ doesn’t reference climate change that much. It does appear to emphasize reducing electricity consumption to save money for a family, and a narrator states that turning off appliances could save 300 British pounds per year.
