Forget Cap and Trade; Cap and Dividend is the Way Forward
Obama is not the first to suggest a cap and dividend system (basically, a cap and trade system that returns the proceeds to consumers). However, he is the most visible politician to do so, and without a doubt supporting such a system demonstrates his willingness to discuss it in a non-technical manner
