<p>New projected 2009 US fuel economy figures out from the EPA show that  we have now reversed a long-term trend of gradually worsening fuel  efficiency since 1987—that bottomed out in 2004 at 19.3 mpg.</p>
<p>While our international readers may find an industry average of 21.1 mpg and 422 grams CO2 per mile a laughable &#8220;achievement&#8221;—this does represent a real improvement over 2004 levels.</p>
<p><strong>Industry wide, average model year 2009 light vehicles overall are projected to achieve the mileage   they got back almost 20 years ago in 1991.</strong></p>

<p>Ever feel like a sucker? Well right now, you should. After taking billions in bailout loans from the Federal Government, promising a half-million <a href="http://gas2.org/2008/04/23/affordable-electric-cars-coming-to-us-in-2009/">electric cars</a> on the road by 2013 and even going so as establishing an electric vehicles program, Fiat-owned Chrysler has renegged on pretty much all of its electric car promises after axing the ENVI program.</p>
<p>This should come as no surprise to anyone who saw <a href="http://gas2.org/2009/11/05/chrysler-goes-public-with-dodge-future-electric-cars-missing/">Chrysler&#8217;s revised vehicle lineup last week</a>, but it still feels like a kick in the gut.</p>

<p>Yesterday, Chrysler/Fiat&#8217;s new CEO <a href="http://en.wikipedia.org/wiki/Sergio_Marchionne" target="_blank">Sergio Marchionne</a> presented the 5-year business plan he hopes will save Chrysler, and bring Fiat back to the US market for the first time in nearly 30 years. The company presented its plan during <a title="Requires registration." href="//investor.shareholder.com/media/eventdetail.cfm?eventid=74519&#38;CompanyID=ABEA-3W3FPZ&#38;e=1&#38;mediaKey=A172E05D24FCE79F5BA1E476183A8AFC" target="_blank">a live, seven-hour-long marathon webcast</a>, which was notable for two things: first, a virtually unprecedented willingness to discuss future product, and, second, the conspicuous absence of New Chrysler&#8217;s much-ballyhooed ENVI electric-vehicle division.</p>
<p>What happened to the <a title="Didn't have much faith in this one from the get-go." href="http://gas2.org/2009/01/12/chrysler-releases-new-dodge-circuit-electric-car-shocks-everyone/" target="_blank">Dodge EV</a>? <p>Chrysler is arguably in the toughest shape of the Big Three Detroit automakers, both financially and with its future lineup. You can point plenty of fingers at reasons why, including the lack of effective, fuel efficient vehicles, but Chrysler was once considered the most innovative of the big three, always thinking big while breaking the bank.</p>
<p>One little-known car from the annals of the Auburn Hills automaker is the Patriot, a purpose built hybrid electric race car that was to use turbines and natural gas to achieve purported speeds of 200 mph.</p>

<p><strong><em>This new column highlights the top economic stories of the week.</em></strong></p>
<p>At the outset of this week, it looked like the <a href="http://inspiredeconomist.com/2009/04/30/swine-flu-and-factory-farming/" target="_blank">Swine flu</a> might be the largest influenza epidemic since the virus that wiped out a significant portion of the world&#8217;s population at the end of the first World War. Local economies everywhere have been affected given that people have stopped going out for fear of &#8220;The SuperFlu.&#8221;</p>
<p>Not to mention the fact that pork sales are down even though it&#8217;s common knowledge that the virus cannot be attained through food. Although, <a href="http://news.yahoo.com/s/ap/20090503/ap_on_re_la_am_ca/med_swine_flu" target="_blank">new cases of the flu</a> have been spotted in Europe and Latin America, it looks as though things are easing up, and that <a href="http://news.yahoo.com/s/nm/20090503/ts_nm/us_flu" target="_blank">the worst is over.</a></p>
<p><a href="http://www.nojazzfest.com/">Jazzfest</a> kicked off its 40th year anniversary last weekend under beautiful breezy blue skies.   Despite the global economic mood, the festival goers seemed more  upbeat this year as programs to <a href="http://inspiredeconomist.com/2009/04/28/new-orleans-rebuilding-a-cultural-economy/" target="_blank">rebuild the New Orleans economy</a> are slowly taking root and beginning to yield visible results.</p>
<p>And there has been much talk about <a href="http://inspiredeconomist.com/2009/04/30/canadas-clean-coal-concept/" target="_blank">clean coal</a>. <a title="West Virginia Mountain Top Removal Coal Protests Heating Up" rel="bookmark" href="http://redgreenandblue.org/2009/05/03/west-virginia-mountain-top-removal-coal-protests-heating-up/">West Virginia Mountain Top Removal coal protests heated up</a> this week. Also, CNN Money interviewed <a href="http://money.cnn.com/magazines/fortune/greenbiz/#top" target="_blank">George Soros</a> this week. The billionaire says sometimes his firm&#8217;s investments conflict with his personal views. But that coal is a viable source of energy once you take the carbon out.</p>
<p>But the automobile industry definitely seemed to top the economic news this week. <a href="http://inspiredeconomist.com/2009/05/01/ge-shows-the-way-forward-with-advanced-electric-and-hybrid-vehicles/" target="_blank">GE showed the way forward with advanced hybrids and EVs</a> just as Chrysler&#8217;s woes have left the world wondering as to the future of GM. While <a href="http://news.yahoo.com/s/ap/20090503/ap_on_re_eu/eu_italy_fiat_gm" target="_blank">Fiat&#8217;s proposed acquisition</a> of GM&#8217;s European group signified hope for Chrysler, <a href="http://www.npr.org/templates/story/story.php?storyId=103744897&#38;ft=1&#38;f=1017" target="_blank">NPR</a> is of the view that convincing consumers to buy cars from a bankrupt company would seem to be a Sisyphean task. Can Chrysler do it — or to be more precise, can Fiat, which never had much success in the American market, do it?</p>
<p>And what can we expect next week?</p>
<p><span class="yshortcuts">Well, for starters, President Barack Obama</span> plans to roll out a set of <a href="http://news.yahoo.com/s/nm/20090503/pl_nm/us_obama_economy_taxes" target="_blank">proposals on <span class="yshortcuts">international tax policies</span></a> on Monday, in an announcement with potential implications for U.S. multinational firms. Let&#8217;s see what happens.</p>

<p>After re-discovering a <a href="http://gas2.org/2009/03/25/worlds-fastest-electric-car-is-a-1972-datsun/" target="_blank">1972 electric datsun</a> that can accelerate from 0-60 in 3 seconds, we decided that an important question hadn&#8217;t really been answered yet:  how do the electric cars we&#8217;ve been hearing so much about stack up in terms of performance?</p>
<p>Below, we&#8217;ve listed the world&#8217;s top 10 fastest electric cars, based on the best available information (and a little creative license). Note that our criteria does not take into account a variety of important factors like charging time, availability, and cost. All cars are simply ranked by the time it takes them to get from 0-60 mph.</p>
<p>Most of the machines shown here are either not available or otherwise out out of the realm of possibility for most, but then again, so are most high-performance gas-powerd cars.  And that doesn&#8217;t keep us from admiring them. Please keep in mind that this post is not intended to be the final word on this topic.</p>

This morning&#8217;s<a href="http://www.nytimes.com/2009/02/24/business/24bailout.html?th&#38;emc=th" target="_blank"> New York Times </a>has reported that the U.S. government is facing mounting pressure to add to the bailout kitty.</h4>

<li>AIG, the nations&#8217; biggest insurance group is now negotiating for more money following the $150 billion it has already received. It suffered a $60 billion loss in the 4th quarter of last year, the biggest in corporate history.</li>
<li><a href="http://inspiredeconomist.com/2009/02/23/citibank-can-it-avert-nationalization/" target="_blank">Citibank</a> is negotiating an injection of funds (over and above the $45 billion it has already received) that is likely to raise the U.S. government&#8217;s stake to about 40%.</li>
<li> <a title="More information about General Motors Corp" href="http://topics.nytimes.com/top/news/business/companies/general_motors_corporation/index.html?inline=nyt-org">General Motors</a> and <a title="More articles about Chrysler LLC." href="http://topics.nytimes.com/top/news/business/companies/chrysler_llc/index.html?inline=nyt-org">Chrysler</a>, two of Detroit’s biggest <a href="http://inspiredeconomist.com/2009/02/18/auto-bailout-the-government-puts-gm-through-a-stress-test-too/" target="_blank">automakers, are seeking $22 billion</a> on top of the $17 billion already granted to them.  <a title="More articles about Steven Rattner." href="http://topics.nytimes.com/top/reference/timestopics/people/r/steven_rattner/index.html?inline=nyt-per">Steven Rattner</a>, co-founder of a private equity firm, the Quadrangle Group, has been appointed an adviser to the Treasury on the auto industry.</li>

<h4>Custom Solar Array</h4>
<p>Two of the vehicles charge by plugging into the wall. The third has been specially retrofitted with a solar array over its flatbed, freeing it from the grid and allowing it to charge while in the field. The vehicles, which all have small flatbeds, will be replacing ATVs and trucks for hauling maintenance and landscaping materials. The Mecklenburg County Department of Park and Recreation bought the three GEM vehicles (<a href="http://www.gemcar.com">Global Electric Motorcars - a Chrysler company</a>) with help from the <a href="http://www.ncsc.ncsu.edu/">Solar Center</a> at <a href="http://www.ncsu.edu/">North Carolina State University</a>.</p>

    <title>Bankruptcy Best Plan For A Better Greener Auto Industry</title>

<h3><span style="font-family: Georgia">The White House and Congress are near a <a href="http://gas2.org/2008/11/14/pressure-to-bailout-big-three-grows-but-what-about-startups/">bailout</a> for the &#8220;Big Three&#8221; auto manufacturers with a $15 billion loans. This is supposed to be a bridge loan to tide them over until the market improves. Will the market improve enough to pay back the loan or is this a bridge to nowhere?</span></h3>
<p><span style="font-family: Georgia">Daimler-Benz wrote Chrysler off their books and sold 80% of Chrysler to Cerberus. Cerberus is one of the largest private equity investment firms in the US with total assists over $24 billion, yet they lack the faith to make a loan to their own company.</span></p>
<p><span style="font-family: Georgia">Bankruptcy is still the best tool for restructuring any failing industry! </span></p>
<p><span style="font-family: Georgia">Business cycles are a necessary part of any free market economy. Old industries and models must be replaced by new industries and ideas. This requires a shift in both human and material resources.</span><br />
<span style="font-family: Georgia">New industries require new skills. The government can best facilitate such a shift by easing reemployment of the workforce through realistic unemployment payments, education, <a href="http://gas2.org/2008/12/03/last-bailout-plea-chrysler-needs-7-billion/">investment in sustainable research and industry</a> and a national health plan.</span></p>
<p><span style="font-family: Georgia">Healthcare, and pensions are a big part the Big Three’s problem. For every dollar paid as wages, more are spent on benefits for retired employees. Portability of health and welfare with affordable housing can increase mobility of the workforce.</span></p>
<p><span style="font-family: Georgia">Government should not try to pick winner in the market place. Old industry and models become entrenched into the government through lobbyist, influence pedaling, and just inertia. When Morse introduced the electric telegraph, he had to overcome a congress that was sold on optical telegraph – flashing lights, mirrors and telescopes.</span></p>
<p><span style="font-family: Georgia">Edison</span><span style="font-family: Georgia"> tried frantically to get alternating current banned as unsafe. Using <span> </span>A.C.. technology, Westinghouse drove Edison General Electric into bankruptcy, but GE emerged to become a pioneer and powerful competitor in a.c. technology.</span></p>
<p><span style="font-family: Georgia">Chrysler rose from the ashes of Maxwell Motors in 1915 by performance and safety innovations. It was reborn in the late ’70. After suffering loses from Dodge and Plymouth, Chrysler hired Lee Iaccoca, the former Ford CEO, who had been fired by Henry Ford II over his plain to market compacts.</span></p>
<p><span style="font-family: Georgia">While Iaccoca got government backing for loans, changes at Chrysler were well underway. He hired fellow renegades from Ford. The K-car, Omni, and Horizon are automotive history.</span></p>
<p><span style="font-family: Georgia">It’s been said that going to the moon was successful since it was a well-defined goal. Our primary goal should be greater than any particular market. It must represent a broad set of outcomes.</span></p>

<h3>4. L1X-75: 0-60 in 3.1 Seconds</h3>

<p>The carbon-fiber, 600hp L1X-75 is a confusing case because we&#8217;re not sure it really exists. Apparently, Popular Mechanics writers <a href="http://www.popularmechanics.com/blogs/automotive_news/4215249.html?series=19" target="_blank">discovered it</a> at the 2007 New York auto show, quoting pickup of 0-60 in 3.1s and a top speed of 175 mph. They even had a video to prove it, which is (sadly) no longer available.</p>
<p>According to Motor Authority, the car was developed as a <a href="http://www.motorauthority.com/electric-powered-l1x-75-sports-car-ready-for-sale.html" target="_blank">joint venture</a> between Hybrid Technologies Inc. and Mullen Motor Company, which makes a gasoline version ranked as the 7th fastest American production car.</p>
<p>But if you take a look at the <a href="http://hybridtechnologies.com/products/cars/rush" target="_blank">Hybrid Technologies website</a>, all you&#8217;ll find is something called the LiV RUSH, which would be knocked off this list for taking 5s to get to 60mph. Mullen Motor&#8217;s website shows a GTEV with 0-60mph acceleration time of 4.5s.</p>
<p>If you know what happened to this car, please let us know. Otherwise, I&#8217;m going to exercise my creative license and leave this phantom at #4.</p>
<h3>5. AC Propulsion tzero Roadster: 0-60 mph in 3.6s</h3>
<p style="text-align: center"><a rel="attachment wp-att-2063" href="http://gas2.org/2009/03/29/worlds-top-10-fastest-electric-cars/vow_420x280/"><img class="alignnone size-full wp-image-2063 aligncenter" src="http://gas2.org/files/2009/03/vow_420x280.jpg" alt="AC Propulsion tzero" width="420" height="280" /></a></p>
<p>The <a href="http://www.forbes.com/2003/10/21/cx_dl_1021vow.html" target="_blank">tzero</a> (pronounced  tee-zero) only needs 200 horsepower to rocket from 0 to 60 mph in 3.6 seconds, due to a light-weight body. Built by San Dimas, CA-based <a href="http://www.acpropulsion.com/" target="_blank">AC Propulsion</a>, the car has apparently owned both Porsche 911s and Corvettes, and even a Ferrari F355 in 1/8-mile drag race.</p>
<p>AC Propulsion has apparently manufactured the car since 1997, starting with lead-acid batteries and then moving to lithium-ion which extended the range from 100 to about 300 miles per charge.</p>
<p>Don&#8217;t expect to see this one on the street:  it&#8217;s a $220,000 prototype that probably won&#8217;t ever be more than a proof-of-concept.</p>
<h3><strong>6. Tesla Roadster: 0-60 mph in 3.9s</strong></h3>

<p>Tesla has been the darling of electric car afficionados for some time, mostly because they&#8217;ve produced a great car that is both available and, to some, affordable. Even though the <a href="http://www.teslamotors.com/performance/perf_specs.php" target="_blank">Roadster&#8217;s top speed</a> is electronically limited at 125 mph, it&#8217;s great to see it make a strong showing on this list with an acceleration of 0 to 60 mph in under 4 seconds.</p>
<p>Besides the roadster, Tesla has a sedan in the works (the <a href="http://gas2.org/2009/03/27/tesla-model-s-electric-sedan-finally-revealed/" target="_blank">Model S</a>), which just <span style="text-decoration: underline"><a href="http://gas2.org/2009/03/27/tesla-model-s-electric-sedan-finally-revealed/" target="_blank">debuted last week</a>.</span></p>

<p>While it looks like something out of a bad scifi movie, the Eliica—even with 8 wheels—accelerates faster than a Porsche 911 Turbo. The <a href="http://en.wikipedia.org/wiki/Eliica" target="_blank">Eliica</a> (which stands for <strong>E</strong>lectric <strong>L</strong><strong>i</strong>thium-<strong>I</strong>on <strong>C</strong>ar) was built by a team at Keio University in Tokyo under the direction of the inventor, Hiroshi Shimizu.</p>
<p>Looks aren&#8217;t everything: the 640 hp eight-wheel drive hits 60 mph in 4 seconds and has been clocked at Italy&#8217;s Nardò High Speed Track at an impressive 230 mph. Under the right conditions, the Eliica team claims it could clear 250 mph.</p>
<p>Don&#8217;t expect to see this one anywhere. Price tag: $255,000 US</p>

<p>This is another concept car we profiled recently. Debuting at the 2009 Geneva Auto Show, the Rinspeed iChange has the unique distinction of actually being able to change it&#8217;s body shape to suit passengers numbers.</p>
<p>More importantly, it looks pretty badass, and can accelerate from 0-62 mph in just over four seconds, with a top speed of 137 mph. <h3>9. Tango: 0-60 mph in 4s</h3>

<p>Let me cut you off: I don&#8217;t believe it either. How can something that looks like this <em>ever </em>be taken seriously? <a href="http://www.commutercars.com/" target="_blank">Commuter Cars</a>, the manufacturer of this vehicle, claims in all seriousness that this is the &#8216;world&#8217;s fastest urban car&#8217;.</p>
<p>Statistically speaking&#8211;if you take their word for it&#8211;this is true: 0-60mph in 4s and a top speed of 120mph. I&#8217;m not sure how this thing would bank sharp turns, though the company website said the Nascar roll cage is designed for 200mph crashes.</p>
<p>And yes, they do exist. <a href="http://defamer.gawker.com/hollywood/set-reports/george-clooneys-tiny-ride-139224.php" target="_blank">George Clooney</a> has one. Check out some really low-quality video <a href="http://www.commutercars.com/theater.html" target="_blank">here</a>.</p>

<h3><strong>10. Dodge Circuit EV: 0-60 in under 5s</strong></h3>

<p>This may be one of the more controversial cars on the list: the Dodge Circuit EV has been called little more than a <a href="http://jalopnik.com/5127541/dodge-circuit-ev-to-shock-detroit-auto-show" target="_blank">re-badged Lotus toy</a>, since it&#8217;s actually a retooled <a href="http://carscoop.blogspot.com/2008/03/geneva-preview-2009-lotus-europa-coupe.html" target="_blank">Lotus Europa.</a> It&#8217;s also <a href="http://gas2.org/2009/01/12/chrysler-releases-new-dodge-circuit-electric-car-shocks-everyone/" target="_blank">been called</a> by our very own Jo Borras a &#8220;marketing exercise (at best) and a con (at worst).&#8221;</p>
<p>Whether that&#8217;s true or not, <a href="http://www.automobilemag.com/green/news/0901_2010_dodge_circuit_ev/index.html" target="_blank">the prototype</a> has a 268 hp electric that produces 480 lb-ft of torque and a reported top speed fo 120 mph.</p>
<p>The Circuit appeared at the 2009 Detroit auto show and could portend <a href="http://www.hybridcars.com/vehicle/dodge-curcuit.html" target="_blank">future electric models</a> in Chrysler&#8217;s lineup (but don&#8217;t quote us on this).</p>
<h3><strong>Bonus: How does a High-performance Plug-in Hybrid Compare?</strong></h3>
<h3>11. Fisker Karma: 0-60 in 5.8s</h3>
<p style="text-align: center"><a rel="attachment wp-att-1600" href="http://gas2.org/2009/01/15/top-10-electric-cars-coming-to-the-us-in-20092010/2009_fisker_karma/"><img class="alignnone size-full wp-image-1600 aligncenter" src="http://gas2.org/files/2009/01/2009_fisker_karma.jpg" alt="Fisker Karma" width="500" height="234" /></a></p>
<p>We wouldn&#8217;t feel good about keeping Fisker&#8217;s Karma, the highly-anticipated and high-performance plug-in hybrid, off the list. The Karma is really only a different beast in terms of range and recharging, since plug-in hybrids use an onboard generator to recharge their batteries.</p>
<p>So how does it compare? The Karma has two modes to accommodate different driving styles. It will do 0-60 in 5.8 seconds in &#8216;Sport Mode,&#8217; with a top speed of 125 mph. In the more economical &#8216;Stealth Mode&#8217; will hit 60mph only after 7.5 seconds and top speed of 95 mph.</p>

<p>This plan would provide emergency loans to General Motors and Chrysler; however, Ford has stated it will not seek out federal loans.  GM and Chrysler claim they will not be in business much longer without federal assistance.  <a href="http://gmfactsandfiction.com/" target="_blank">According to GM</a>:<br />

<p>The House passed the American auto industry bailout bill largely along party lines.  The final vote was 237 to 170,  with 32 Republicans from auto industry states joining 205 Democrats in supporting the rescue package.  Senate Republicans have the power to kill the measure, and the White House has failed to gain their support. <strong>In an effort to compromise with Republicans, House Democrats agreed to drop a provision in the auto industry bailout that would have forced the automakers to end their lawsuits <a href="http://planetsave.com/blog/2008/01/03/california-suing-epa-for-blocking-car-emissions-rules/" target="_blank">challenging state emissions standards, such as in California</a>.</strong>

<h3>4. L1X-75: 0-60 in 3.1 Seconds</h3>

<p>The carbon-fiber, 600hp L1X-75 is a confusing case because we&#8217;re not sure it really exists. Apparently, Popular Mechanics writers <a href="http://www.popularmechanics.com/blogs/automotive_news/4215249.html?series=19" target="_blank">discovered it</a> at the 2007 New York auto show, quoting pickup of 0-60 in 3.1s and a top speed of 175 mph. They even had a video to prove it, which is (sadly) no longer available.</p>
<p>According to Motor Authority, the car was developed as a <a href="http://www.motorauthority.com/electric-powered-l1x-75-sports-car-ready-for-sale.html" target="_blank">joint venture</a> between Hybrid Technologies Inc. and Mullen Motor Company, which makes a gasoline version ranked as the 7th fastest American production car.</p>
<p>But if you take a look at the <a href="http://hybridtechnologies.com/products/cars/rush" target="_blank">Hybrid Technologies website</a>, all you&#8217;ll find is something called the LiV RUSH, which would be knocked off this list for taking 5s to get to 60mph. Mullen Motor&#8217;s website shows a GTEV with 0-60mph acceleration time of 4.5s.</p>
<p>If you know what happened to this car, please let us know. Otherwise, I&#8217;m going to exercise my creative license and leave this phantom at #4.</p>
<h3>5. AC Propulsion tzero Roadster: 0-60 mph in 3.6s</h3>

<p>The <a href="http://www.forbes.com/2003/10/21/cx_dl_1021vow.html" target="_blank">tzero</a> (pronounced  tee-zero) only needs 200 horsepower to rocket from 0 to 60 mph in 3.6 seconds, due to a light-weight body. Built by San Dimas, CA-based <a href="http://www.acpropulsion.com/" target="_blank">AC Propulsion</a>, the car has apparently owned both Porsche 911s and Corvettes, and even a Ferrari F355 in 1/8-mile drag race.</p>
<p>AC Propulsion has apparently manufactured the car since 1997, starting with lead-acid batteries and then moving to lithium-ion which extended the range from 100 to about 300 miles per charge.</p>
<p>Don&#8217;t expect to see this one on the street:  it&#8217;s a $220,000 prototype that probably won&#8217;t ever be more than a proof-of-concept.</p>
<h3><strong>6. Tesla Roadster: 0-60 mph in 3.9s</strong></h3>

<p>Tesla has been the darling of electric car afficionados for some time, mostly because they&#8217;ve produced a great car that is both available and, to some, affordable. Even though the <a href="http://www.teslamotors.com/performance/perf_specs.php" target="_blank">Roadster&#8217;s top speed</a> is electronically limited at 125 mph, it&#8217;s great to see it make a strong showing on this list with an acceleration of 0 to 60 mph in under 4 seconds.</p>
<p>Besides the roadster, Tesla has a sedan in the works (the <a href="http://gas2.org/2009/03/27/tesla-model-s-electric-sedan-finally-revealed/" target="_blank">Model S</a>), which just <span style="text-decoration: underline"><a href="http://gas2.org/2009/03/27/tesla-model-s-electric-sedan-finally-revealed/" target="_blank">debuted last week</a>.</span></p>

<p>While it looks like something out of a bad scifi movie, the Eliica—even with 8 wheels—accelerates faster than a Porsche 911 Turbo. The <a href="http://en.wikipedia.org/wiki/Eliica" target="_blank">Eliica</a> (which stands for <strong>E</strong>lectric <strong>L</strong><strong>i</strong>thium-<strong>I</strong>on <strong>C</strong>ar) was built by a team at Keio University in Tokyo under the direction of the inventor, Hiroshi Shimizu.</p>
<p>Looks aren&#8217;t everything: the 640 hp eight-wheel drive hits 60 mph in 4 seconds and has been clocked at Italy&#8217;s Nardò High Speed Track at an impressive 230 mph. Under the right conditions, the Eliica team claims it could clear 250 mph.</p>
<p>Don&#8217;t expect to see this one anywhere. Price tag: $255,000 US</p>

<p>This is another concept car we profiled recently. Debuting at the 2009 Geneva Auto Show, the Rinspeed iChange has the unique distinction of actually being able to change it&#8217;s body shape to suit passengers numbers.</p>
<p>More importantly, it looks pretty badass, and can accelerate from 0-62 mph in just over four seconds, with a top speed of 137 mph. <p>Let me cut you off: I don&#8217;t believe it either. How can something that looks like this <em>ever </em>be taken seriously? <a href="http://www.commutercars.com/" target="_blank">Commuter Cars</a>, the manufacturer of this vehicle, claims in all seriousness that this is the &#8216;world&#8217;s fastest urban car&#8217;.</p>
<p>Statistically speaking&#8211;if you take their word for it&#8211;this is true: 0-60mph in 4s and a top speed of 120mph. I&#8217;m not sure how this thing would bank sharp turns, though the company website said the Nascar roll cage is designed for 200mph crashes.</p>

<h3><strong>10. Dodge Circuit EV: 0-60 in under 5s</strong></h3>

<p>This may be one of the more controversial cars on the list: the Dodge Circuit EV has been called little more than a <a href="http://jalopnik.com/5127541/dodge-circuit-ev-to-shock-detroit-auto-show" target="_blank">re-badged Lotus toy</a>, since it&#8217;s actually a retooled <a href="http://carscoop.blogspot.com/2008/03/geneva-preview-2009-lotus-europa-coupe.html" target="_blank">Lotus Europa.</a> It&#8217;s also <a href="http://gas2.org/2009/01/12/chrysler-releases-new-dodge-circuit-electric-car-shocks-everyone/" target="_blank">been called</a> by our very own Jo Borras a &#8220;marketing exercise (at best) and a con (at worst).&#8221;</p>
<p>Whether that&#8217;s true or not, <a href="http://www.automobilemag.com/green/news/0901_2010_dodge_circuit_ev/index.html" target="_blank">the prototype</a> has a 268 hp electric that produces 480 lb-ft of torque and a reported top speed fo 120 mph.</p>
<p>The Circuit appeared at the 2009 Detroit auto show and could portend <a href="http://www.hybridcars.com/vehicle/dodge-curcuit.html" target="_blank">future electric models</a> in Chrysler&#8217;s lineup (but don&#8217;t quote us on this).</p>
<h3><strong>Bonus: How does a High-performance Plug-in Hybrid Compare?</strong></h3>
<h3>11. Fisker Karma: 0-60 in 5.8s</h3>

<p>We wouldn&#8217;t feel good about keeping Fisker&#8217;s Karma, the highly-anticipated and high-performance plug-in hybrid, off the list. The Karma is really only a different beast in terms of range and recharging, since plug-in hybrids use an onboard generator to recharge their batteries.</p>
<p>So how does it compare? The Karma has two modes to accommodate different driving styles. It will do 0-60 in 5.8 seconds in &#8216;Sport Mode,&#8217; with a top speed of 125 mph. In the more economical &#8216;Stealth Mode&#8217; will hit 60mph only after 7.5 seconds and top speed of 95 mph.</p>
