<p><strong>During a recent meeting of the Environment minsters of EU member countries <a href="http://www.panda.org/wwf_news/news/?uNewsID=168442" target="_blank">side stepped the issue of declaring carbon dioxide a pollutant</a>. While the minsters agreed on a <a href="http://www.businessweek.com/globalbiz/content/jun2009/gb20090629_536116.htm?chan=globalbiz_europe+index+page_top+stories" target="_blank">proposal to reduce industrial pollution</a> various environment groups criticized the ministers&#8217; inaction on what seemed an essential and significant decision in Europe&#8217;s fight against climate change.</strong></p>

<p>According to the deal reached, heavy industries like power plants and oil refineries will have to comply to new and stricter sulfur and nitrogen emissions as well as the release of dust particles, asbestos and heavy metals into the environment. Obviously, carbon dioxide has been left out which is why the environmentalists have been fuming. European leaders should have sent a strong message by classifying carbon dioxide as a pollutant keeping in mind the Copenhagen Climate Talks scheduled later this year.</p>
<p>Classify carbon dioxide as a pollutant would have added teeth to the EU goal of 20 percent reduction in carbon emissions by 2020 by adding the health aspect it. European Environment Bureau, a coalition of local environmental groups voiced its concerns saying,

<h3>Californian just voted down a set of &#8220;revenue enhancements.&#8221; Now Governor Arnold Schwarzenegger is threatening to layoff fire, police, and teachers. This will certainly increase the already soaring unemployment and foreclosure rates. Schwarzenegger is now considering releasing nonviolent prisoners, shortening the school year, legalizing and <a href="https://abs-cbnnews.com/pinoy-migration/balitang-america/05/07/09/schwarzenegger-opens-debate-legalizing-marijuana" target="_blank">taxing marijuana</a>.</h3>
<p>Most of the &#8220;measures&#8221; or propositions on this special election (May 19) were desperate attempts to bailout California from an extreme budget deficit. Only one of the measures passed. It would prohibit pay raises for legislators unless the budget is balanced.</p>

    <title>EPA Chief on Hot Seat Over California Emissions Denial</title>

Today, the Senate released documents putting Johnson squarely in opposition with the scientific and legal experts on his staff when he denied the request.The documents were requested by Senate Committee on Environment and Public Works chair Barbara Boxer (D-CA), who said:</p>
<blockquote><p><em>&#8220;These documents paint a picture of an Environmental Protection Agency in crisis. They show the dedicated professional staff of the EPA working hard to do what they are paid to do by the American people - protect our health and our environment. At the same time, we see more and more evidence of Administrator Johnson ignoring the science and the facts, and discarding the advice of his professional staff.&#8221;</em></p>
<p><em>&#8220;I believe this decision will be reversed by the next President or by the courts, but the Administrator can save the taxpayers time and money, and can get us started cleaning up our air if he would simply follow the law, the facts, and the advice of his agency professionals.&#8221;</em></p></blockquote>

California&#8217;s Attorney General Jerry Brown has filed a lawsuit with the US court of appeals challenging the EPA&#8217;s decision to block California from implementing tough new standards on vehicle emissions.  Governor Arnold Schwarzenegger is quoted as saying;</p>
<blockquote><p><em>&#8220;It is unconscionable that the federal government is keeping California and 19 other states from adopting these standards.  They are ignoring the will of millions of people who want their government to take action in the fight against global warming. That&#8217;s why, at the very first legal opportunity, we&#8217;re suing to reverse the US EPA&#8217;s wrong decision.  By implementing these standards, California would be eliminating greenhouse gases equivalent to taking 6.5 million cars off the road by the year 2020.&#8221;</em></p></blockquote>
<p>As I suggested in my &#8220;<a href="http://planetsave.com/blog/2007/12/20/open-challenge-to-california-and-all-state-governments/"><em>Open Challenge to California and all State Governments</em></a>&#8221; of Dec. 20, 15 other states or state agencies are joining the action, including Maine, Maryland, New Jersey, New Mexico and New York.
