Getting no support from other developed nations like United States and Australia the European Union has so far failed to commit funds for developing and poor countries to help them mitigate effects of the changing climate. EU is under tremendous pressure to pledge funds as consistent monetary support to the developing countries is essential to make the next climate treaty a success.

During the Bali Climate Change Conference, held December 2007, it was agreed that the developed nations will create an Adaptation Fund to aid the developing countries acquire the new and clean energy technologies thus reducing their carbon emissions. This December, when the landmark Copenhagen Climate Change Conference is scheduled to take place, will mark two years of inaction on part of the developed countries.

While the European Union has always recognized its responsibility to help developing countries, the promises made have not been translated into concrete actions. Response from other developed nations has been dismal too. United States and Australia have no system in place to raise funds for the Adaptation Fund. The proposed emissions trading scheme in the United States would see industries getting emission rights for free, raising serious questions about the effectiveness of the scheme. Australia has delayed implementing its emissions trading scheme citing financial pressures owing to the economic recession.

Developed nations have so far ignored the guidelines and warning issued by the UNFCCC regarding the amounts of carbon emissions that they need to reduce by the year 2020 in order to prevent a climatic catastrophe.

According to the scientific panel of the United Nations Framework Convention on Climate Change, the world must cumulatively reduce its carbon emissions by at least 25 to 40 percent in order to mitigate the adverse effects of global warming. However, during the ongoing round of Climate Change Talks at Bonn, Germany, the developed nations have failed to come up with convincing targets for reducing their greenhouse gas outputs.

While the European Union has made it clear to notch up its 20 percent reduction target by 2020 to 30 percent if rest of the developed nations agree to a 20 percent reduction target, there has been poor response from countries like Australia, United States and Japan.

He made clear that his advice comes from experience, expressing the hope that the Americans, who need to get up to speed quickly, could learn from the German’s first stumbles initiating their own cap and trade program, as was Germany’s first-round of emissions trading (Germany’s first round of trading, the “learning by doing phase”, lasted from 2005 to 2007. The second round of trading, the “stabilization and refinement phase” is in place until 2012.)

The advice? Beware the lobbyists and the excessive pressure they exert on the process.

China appears to be backing out of global efforts to address climate change, intensifying pre-Copenhagen debate.

A top China central government think tank yesterday released a framework for quantifying countries’ historical emissions. Under this proposed framework, the State Council Development Research Center (DRC) would create a “historic account” of past emissions, used to benchmark developing countries with lower accumulated emissions - like China - against countries with higher accumulated emissions and assign emissions “deficits” to countries who have emitted less. Using this quantitative assessment, countries with emissions “deficits” would get the green light to emit, or trade emissions credits with countries that have already exceeded their allowance.

The release of this plan supports external analysis that China believes it should have the right to develop free from carbon reductions until their accumulated emissions are on par with industrialized countries. A recent Brookings Institute report: “Overcoming Obstacles to US-China Cooperation on Climate Change” articulated Beijing’s stance, which included the conviction that:

Countries should be held responsible not only for their current emissions but also for their cumulative historical emissions, given that greenhouse gases accumulate in the atmosphere over many decades.

This plan is Beijing’s most comprehensive effort to date to both highlight and quantify development inequalities as a justification for releasing China and other developing countries from emissions reduction expectations.

Not just the Greatest Hits or the Mamma Mia soundtrack. No, the one with the word “definitive” in the title. We wouldn’t mind telling you exactly how much it’d cost.

But before we do that, we’d like to tell you about a different way to spend the same amount of money. While this option wouldn’t have you rocking out to Swedish 80’s pop songs, it would let you personally prevent a measurable amount of pollution from some of Europe’s biggest greenhouse gas emitters.

Air Pollution

Aviation tax proposals have been outlined by the government. Under the new guidelines, due to come into effect in November this year, it will be the planes, not the passengers, that will be taxed.

New Government figures released showed that emissions from air travel are continuing to rise. Between 1990 and 2006, emissions from aviation fuel use more than doubled.

21 per cent of the UK’s carbon emissions will be attributable to air traffic by 2050, and the Treasury report insisted the proposed tax system would, “introduce fairer duty, more in line with the environmental impact of flights, including the distance travelled”.
