Obama’s Executive Order Enforces Smart Energy

President Obama has just signed an Executive Order that compels the largest consumer of energy in the US economy to invest in energy efficiency improvements to get to huge reductions in energy use by 2020.

Every Federal agency must measure, manage, and reduce greenhouse gas emissions to meet specific targets by 2020. They have just 90 days to lay out a plan to meet these targets:

1. Use 30% less gas by 2020. Federal agencies buy 750,000 new vehicles every year. In normal times that’s almost 1 in every 17 vehicles sold per year. This Executive Order creates a rock-solid certain market for fuel-efficient vehicles every year from now till 2020.

2. Design all new government buildings from 2020 to be net-zero energy. Wow! Jimmy Carter might have gotten just a few solar panels up on merely one government building; The White House. But this means every new government building goes solar to cut fossil energy use to zero.

And they won’t just want solar power. They’ll need efficient windows, geothermal ground heat exchanges, efficient air conditioning, solar hot water heating, radiant flooring, tankless water heaters, great insulation… (and all this will take retrained architects, and doing that will take new classes, and those will need new instructors, who’ll need new suits…this is going to be a green jobs boom!)

The US Army: Who Knew that it Actually Tried to be Sustainable and Protect the Environment?

What sort of efforts does the US Army undertake to protect and manage its impacts on the environment? Perhaps surprisingly to some, the legislative muscle behind existing Army programs (and the push to expand those programs) to protect the environment is actually quite robust.

Environmental Management

To begin with, the Army Strategy for the Environment, was developed to serve as a policy guidance document leading the Army to “establish a long-range vision that enables the Army to meet its mission today and into the future.” Their motto? “Sustain the Mission - Secure the Future.” Some may find it trite, but without a vision and goals, it’s hard to get anywhere.

There is also the Army Environmental Policy Institute, which ”assists the Army Secretariat in developing policies and strategies to improve or resolve environmental policy issues that may have significant short or long-term impacts on the Army.” It works towards the Army’s triple bottom line of Mission, Environment, and Community.

Schwarzenegger Orders California to Prepare for Sea-Level Rise

Gov. tells state agencies they must prepare for the impacts of climate change, especially those caused by rising sea levels.

California’s water supply and coastal resources, including valuable natural habitat areas, are particularly vulnerable to sea level rise over the next century, and according to an executive order issued by California Governor Arnold Schwarzenegger on Friday, the state could suffer devastating consequences if adaptive measures are not taken.

In a first-of-its-kind executive directive, Schwarzenegger, a Republican, has ordered the state to begin taking immediate action to mitigate the impending damage to state resources caused by climate change.

Schwarzenegger Declares Statewide Drought, Orders Agencies to Address California’s Urgent Water Needs

California Gov. Arnold Schwarzenegger declared a statewide drought today, following two straight years of below-average rainfall, very low snowmelt runoff and the largest court-ordered water transfer restrictions of the Sacramento-San Joaquin Delta in state history.

The governor also issued an Executive Order meant to address related problems caused by the water shortages, such as extreme fire danger due to dry conditions, economic harm to urban and rural communities, loss of crops and the potential to degrade water quality in some regions.”

For the areas in Northern California that supply most of our water, this March, April and May have been the driest ever in our recorded history,” Governor Schwarzenegger said during a press conference. “As a result, some local governments are rationing water, developments can’t proceed and agricultural fields are sitting idle. We must recognize the severity of the crisis we face.”

His order directs the Department of Water Resources and other entities to promote state and local conservation programs to reduce water consumption locally and regionally for the remainder of 2008 and prepare for potential worsening water conditions in 2009. The order also directs DWR to accelerate water transfers to shortage areas, pursue federal assistance and improve coordination between government agencies, identify risks to water supply and help farmers suffering losses.

Last month DWR released a final snow survey for the year that indicated snowpack water content was only at 67 percent the normal amount, and runoff was forecast at only 55 percent of the norm compared to previous years.”This drought is an urgent reminder of the immediate need to upgrade California’s water infrastructure,” the governor added. “There is no more time to waste because nothing is more vital to protect our economy, our environment and our quality-of-life. We must work together to ensure that California will have safe, reliable and clean water not only today but 20, 30 and 40 years from now.”
