It will now go to the Senate. Supporter and opponents are divided over its efficacy. It is full of compromises needed to pass, but will these compromises make it ineffective?</h3>
<p>These is something in this bill for almost everyone. There is also something for almost everyone to hate. <a href="http://daily.sightline.org/daily_score/archive/2009/06/11/14-things-i-love-and-6-i-hate-about-waxman-markey" target="_blank">Alan During</a> gives 14 things he love and 6 he hates about Waxman-Markey.</p>
<p>It&#8217;s no surprise that the United States Chamber of Commerce and the National Association of Manufactures oppose this bill, but so does <a href="http://www.greenpeace.org/usa/press-center/releases2/greenpeace-opposes-waxman-mark">Greenpeace</a> and Friends of the Earth. Dow Chemical and Ford Motors support it.</p>

    <description><![CDATA[<p><a href="http://redgreenandblue.org/files/2009/01/uscap.jpg"><img class="aligncenter size-full wp-image-2223" src="http://go635254.s3.amazonaws.com/redgreenandblue/files/2009/01/uscap.jpg" alt="" width="500" height="344" /></a>A group of American companies has <a href="http://www.enn.com/business/article/39096" target="_blank">unveiled</a> a <a href="http://www.us-cap.org/blueprint/overview.asp" target="_blank">plan</a><a href="http://www.us-cap.org/blueprint/overview.asp"> to cut carbon emissions</a> by 80% to below 2005 levels by 2050. The group which includes the likes of Alcoa, BP America, Ford Motors, General Motors, PG&#38;E Corporation and Shell has given a &#8220;<em>direct response to federal policymakers who recognize, as we do, that well-crafted legislation can spur innovation in new technologies, help create jobs and provide a foundation for a vibrant, low-carbon economy.</em>&#8221;</p>

<p>The plan contains various valuable points which the Congress can use while drafting a climate bill. These companies, called the <a href="http://www.us-cap.org/index.asp" target="_blank">US Climate Action Partnership</a> (USCAP), plan to implement an economy-wide cap and trade system to cut back the rising emissions. The group calls for greater emphasis on <a href="http://greenoptions.com/tag/green-building" target="_blank">green buildings</a>, energy efficiency &#38; transformation systems.

However the latest news from the Reuters Global Environment Summit is that these zero emissions cars could  become a reality in California very soon. The state plans to build out &#8220;Hydrogen Cities&#8221; to support the hydrogen car industry.</p>
<h3>How Does the Hydrogen Car Work?</h3>
<p>Fuel cells create electricity in a chemical process that combines hydrogen and oxygen, emitting water vapor as a by-product. instead of greenhouse gases such as carbon dioxide. Since the conversion of the fuel to energy takes place via an electrochemical process rather than combustion, the process is clean and highly efficient. The hydrogen car reduces greenhouse gas emissions while also reducing dependency on crude oil.
