<h3><strong>Asian countries may soon lead the world in clean energy technology. Take a look at how they are using it today.</strong></h3>
<p>Despite President Obama’s call for the United States to lead the clean energy technology industry, a weak climate bill (H.R. 2454) awaiting the Senate to return from recess promises limited funding for research and development of renewable clean energy technologies.</p>
<p>Asia, however, has recognized the advantages of embracing clean energy development and the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/07/15/AR2009071503731.html" target="_blank">race for clean energy</a> dominance is heating up faster than the planet. Here’s a look at the development of clean energy technology in the some of the world’s developing Asian economies.</p>

<p><strong>Iowa.</strong> In 2006, <a href="http://iowapolicypoints.org/2009/04/13/iowa-reaches-towering-point-on-wind/" target="_blank">according to the Iowa Utilities Board</a>, wind power provided 5 percent of the state&#8217;s electricity. Now, just three years later,  Iowa produces between 15 and 17 percent of its own electricity from wind power.</p>
<p><a href="http://www.midamericanenergy.com/html/environment6b.asp" target="_blank">MidAmerican Energy</a>, Iowa&#8217;s biggest utility, <a href="http://correspondents.theatlantic.com/christina_davidson/2009/08/wind_power_new_shade_of_green_dominates_iowa_landscape_part_2.php" target="_blank">pays farmers $3,500 a year (plus 2% increase annually) to rent locations</a> for 102 wind turbines. To scout the best locations, they paid $5 an acre to survey likely farmland, and will pay $10 an acre per year to keep those options open for future additional wind turbines.</p>

<p>After a  <a href="http://www.er.doe.gov/bes/efrc.html" target="_blank">White House announcement</a> last April regarding the provision of $777 million to fund 46 Energy Frontier Research Centers (EFRC&#8217;s) advancing innovation in clean energy technology, the Department of Energy (DOE) recognized the <a href="http://www.energy.gov/news2009/7768.htm" target="_blank">completion of the funding process</a> last Thursday. The investment represents a much-needed show of governmental support for the research and development of the numerous energy breakthroughs necessary to transition the U.S from dirty to clean energy.</p>
<p>Among the <a href="http://www.sc.doe.gov/bes/EFRC_Award_List.pdf" target="_blank">list of 46</a>, 31 centers are affiliated with universities, twelve are DOE national laboratories, two are non-profit organizations, and one is a corporate research laboratory.  In total, the DOE has awarded $377 million in funding this year, with $277 million coming from the economic stimulus package (American Recovery and Reinvestment Act -ARRA) and the additional $100 million provided by the DOE’s FY2009 budget.

<p><strong>I recently wrote </strong><a href="http://planetsave.com/blog/2009/06/22/new-report-shows-that-climate-change-literally-affects-people-in-their-backyards/#comments" target="_blank"><strong>a post concerning a report on climate change</strong></a><strong> issued by the U.S. Government stating that &#8220;climate change has immediate and local impacts – it literally affects people in their backyards.&#8221; Well, as it turns out, there&#8217;s more to the story.</strong></p>
<p>With <a href="http://redgreenandblue.org/2009/05/16/climate-change-bill-has-a-coming-out-party/" target="_blank">the recent introduction </a>of <a href="http://www.govtrack.us/congress/bill.xpd?bill=h111-2454" target="_blank">H.R. 2454</a> - the American Clean Energy and Security Act of 2009 - there has been an increased push for climate change awareness. The purpose of the bill is to create clean energy jobs, achieve energy independence, reduce global warming pollution and transition to a clean energy economy.</p>
<p>This all sounds great, right? Well, <a href="http://www.rense.com/general75/oppo.htm" target="_blank">not to everyone seems to agree</a>. <a href="http://www.petitionproject.org/" target="_blank">Not everyone believes</a> in climate change. With such a <a href="http://planetsave.com/blog/2008/06/02/americans-debating-climate-change/" target="_blank">debate</a> raging, it may be difficult to see through <a href="http://planetsave.com/blog/2008/04/03/climate-change-less-and-less-a-swindle/" target="_blank">the haze of words and opinions</a> that is filling the air.</p>

<h3><a href="http://www.opencongress.org/bill/111-h2454/show" target="_blank">H.R. 2454 the American Clean Energy And Security Act of 2009 (aka Waxman-Markley)</a> aims &#8220;to create clean energy jobs, achieve energy independence, reduce global warming pollution and transition to a clean energy economy.&#8221;  One goal of the legislation is to reduce greenhouse gas emissions 17 percent by 2020 and 83 percent by 2050.</h3>
<p>It is &#8220;the most ambitious energy and <a href="http://www.nytimes.com/2009/05/22/us/politics/22climate.html?_r=1" target="_blank">global warming legislation</a> ever debated in Congress.&#8221;  The House Energy and Commerce Committee has begun marking up the bill, and it is headed to the full House of Representative some time this month.  H.R. 2454 is expected to be weakened significantly through the process.  One would expect Republicans and <a href="http://redgreenandblue.org/2009/05/19/a-bit-of-advice-on-waxman-markey-beware-the-lobbyists/" target="_blank">lobbyists</a> to water down the bill, but farm state Democrats are also vying for home state protection for ethanol.
