<h3>In order to construct an undersea warfare training range adjacent to the only known calving grounds for endangered right whales, the U.S. Navy has decided to proceed without obtaining required approvals.</h3>
<p><a href="http://www.earthjustice.org/news/press/2009/navy-decision-dodges-environmental-protections-for-endangered-right-whales.html" target="_blank">According to Earthjustice</a>, the Navy plans to start construction of the undersea warfare training range at a location next to the North Atlantic right whale (<em>Eubalaena glacialis</em>) calving grounds - despite the fact that authorization from the National Marine Fisheries Service (NMFS) has not been obtained.</p>
<p>While numerous measures for lessening its environmental impact were recommended by the states of Georgia and Florida and environmental groups, the Navy rejected all of them. The Navy&#8217;s own documents further revealed that the warfare training range site was selected without considering environmental impacts.</p>

    <title>Pentagon Spends Economic Stimulus to Develop Alternative Fuels and Save Energy</title>

<h3>Coupled with economics, dwindling natural resources, and the dangers of transporting fuel in war zones (half of all US casualties in Iraq are from attacks on fuel carrying convoys), the <a href="http://www.truthout.org/041309C" target="_blank">military plans to spend economic stimulus money on alternative fuels and energy conservation</a>.</h3>
<p>Traditionally, the Department of Defense has cared little about saving money. The recent shift towards alternative fuels as a military priority is an effort to reduce casualties rather than save natural resources or funds. &#8220;The honest-to-God truth, the most compelling reason to do it is it saves lives,&#8221; said <a href="http://www.truthout.org/041309C" target="_blank">Brigadier General Steven Anderson</a>, director of operations and logistics for the Army.  Saving money, preserving dwindling natural resources and lessening U.S. dependence on foreign sources are lesser priorities of the alternative fuels and energy conservation initiatives.</p>
<p>The Iraq and Afghanistan Wars have set the record for the most fuel consumption of any war in US history.  Since the War on Terror began in 2001, the amount of oil consumption has increased from 50 million gallons to 500 million gallons a year at bases.  Using <a href="http://redgreenandblue.org/2009/02/15/rumored-environmental-projects-not-earmarked-in-the-economic-stimulus-bill/" target="_blank">Economic Stimulus Package</a> money, the Pentagon has several alternative fuels and energy saving projects planned.

<p><strong>In a landmark case, the US Supreme Court ruled yesterday that the <a href="http://uk.reuters.com/article/scienceNews/idUKTRE4AB51L20081112?pageNumber=1&#38;virtualBrandChannel=0">US Navy can carry out sonar </a>training exercises off the southern California coast, without safeguards designed to protect whales, dolphins and other marine mammals.</strong></p>
<p>The decision is a major setback for environmentalists, who had hoped the Court would uphold <strong>an <a href="http://redgreenandblue.org/2008/10/08/the-us-navy-doesnt-save-the-whales/">earlier injunction</a> by a federal judge requiring the navy to take precautions while undertaking submarine-hunting exercises</strong>. Environmental groups originally launched the lawsuit claiming that the <strong>use of sonar can injure or even kill a wide range of marine species</strong>, including sea-lions and <strong><a title="whales" href="http://sustainablog.org/2008/10/03/exxon-oil-and-gas-project-to-face-russian-legal-challenge-over-endangered-whales/" target="_self">endangered</a></strong> blue whales.</p>

<p><a href="http://redgreenandblue.org/files/2008/06/refueling.jpg"><img class="alignleft size-full wp-image-342" src="http://go635254.s3.amazonaws.com/redgreenandblue/files/2008/06/refueling.jpg" alt="Air Force jet refuels in mid-flight" width="500" height="300" /></a> Whenever I&#8217;m involved in a discussion about government waste and/or the politics of bureaucratic budgeting, I undoubtedly recount a story that usually leaves people nodding in agreement or shaking their head in disbelief. The story goes like this: A friend of mine we&#8217;ll call &#8220;Rob,&#8221; whom I used to work with during my summer breaks, was coming back to Massachusetts for an unexpected late-September visit. Rob had relocated to Pensacola, Florida where he was learning how to fly jets at the Naval Flight Training School. <strong>As Rob lifted the golf clubs out of the nose of the fighter jet he had just flown from Florida to Massachusetts for a one-day visit, he knew his trip was different</strong> - and he was a little uneasy about it.</p>
<p>You see, Rob&#8217;s day-long visit to play golf in Massachusetts was made possible by an officer (or officers) who rightly feared that ending up with a surplus of fuel at the end of that fiscal year would slash the budget for fuel in the next. Rob&#8217;s little visit was back in the early 1990s, but with today&#8217;s <a href="http://redgreenandblue.org/2008/06/14/opec-and-friends-want-oil-prices-to-behave-like-a-hot-air-balloon-not-a-bubble/">skyrocketing fuel prices</a>, and the added fuel demands of military operations in Iraq and Afghanistan, the &#8220;largest single user of petroleum products in the world&#8221; is looking for ways to use less fuel - and more types of it.</p>

<img src="/files/29/Iceberg.jpg" alt="" width="249" height="352" align="right" />Here&#8217;s an example of a global warming consequence that wasn&#8217;t exactly on my radar, and some strange news from our neighbors to the north.

The Canadian navy has traditionally had a good relationship with the garbage on board its ships: the cold Arctic temperatures have kept the mess frozen, allowing refuse and olfactory senses to live harmoniously.
</p>

Then came global warming. The increased temperatures have caused quite the stink on Canadian naval ships, so much so that the navy is relaxing regulations and allowing ships to dump the garbage and even raw sewage at sea. A portion of an internal navy memo was reprinted by <a href="http://canadianpress.google.com/article/ALeqM5h9y47kpTTL7lM2x-wD_XPfeHZD2A"><em>The Canadian Press</em></a>:

	The changes ‘help alleviate our COs (commanding officers&#8217;) concerns (with regard to) accumulated food remnants stored in garbage bags on decks during ever-increasing global warming summers…These food remnants may decay or putrefy and generate an occupational health and safety issue on board ships (that) our COs can ill afford while striving to enforce Canadian sovereignty in our internal Arctic waters.&#34;

The orders – part of the more relaxed provisions in the Arctic Water Pollution Prevention Act – allow for dumping if there are &#34;operational&#34; or safety reasons, or if capacity is exceeded.<!--break-->

<p>
These provisions, and the increased number of ships being sent north on sovereignty patrols, have many people arguing that taking the smelly garbage to a port for unloading is the worth the inconvenience, especially when the alternative is dumping it at sea.
</p>
<p>
However, navy officials say dumping would be worst-case-scenario, and that navy ships are still much more restrictive in their environmental stewardship than the law requires them to be.
