    <description><![CDATA[<p><img class="alignleft alignnone size-medium wp-image-3568" style="float: left;margin-left: 3px;margin-right: 3px" src="http://go635254.s3.amazonaws.com/redgreenandblue/files/2009/08/solar-capitol-199x300.jpg" alt="" width="199" height="300" />If it were possible to make perfect public policy, we would not be in the middle of our nation&#8217;s 111th Congress. Alas, there is no &#8220;set it and forget it&#8221; formula for governing. Add in complex scientific questions, global-scale economics and technological innovation, and you have the energy and environmental policy challenge: how do we succesfully incentive and subsidize renewable fuels (or penalize emissions and fossil fuels)? <a href="http://blog.cleantechies.com/2009/02/13/feed-in-tariffs-the-good-the-bad-and-what-utilities-need-to-know-seminar-review/" target="_blank">Feed-in tariffs</a> pose problems. Cap-and-trade has proven thorny. Green power options still <a href="http://greeninc.blogs.nytimes.com/2009/07/17/largest-green-power-program-stumbles/" target="_blank">need a lot of fine-tuning</a>.</p>
<p>One universal difficulty is the continuing cost gap between renewable and fossil fuels. Creating an incentive program that works within the prevailing market - even a heavily regulated one - without interfering with normal market operation is very difficult when the price points are so far apart. Internalizing some of the costs of burning fossil fuels would help close that gap, and that is what cap-and-trade is all about: promote and subsidize clean energy and put downward pressure (both economically and through <a href="http://redgreenandblue.org/2009/04/17/epa-finds-greenhouse-gases-pose-a-threat-to-public-health/" target="_blank">command and control</a>) on dirtier fuels.

<p>There is a good conversation going on over in <a href="http://blog.cleantechies.com/2009/07/28/three-strikes-why-cap-and-trade-is-dead-for-2009/" target="_blank">another corner of the web</a> about the key hurdles that the White House faces in getting climate change legislation through the Senate. One of the issues I raised in that context is that outside of the Northeast and West Coast, climate change is still a &#8220;granola&#8221; issue and that supporters will need to grab on to some other arguments (i.e., national security, peak oil and the economy, etc.) if they are going to get a win. That change in tone began in earnest with <a href="http://www.nytimes.com/2009/08/09/science/earth/09climate.html?_r=1&#38;scp=1&#38;sq=pentagon,%20climate%20change&#38;st=cse" target="_blank">Sunday&#8217;s <em>NYT</em> front-pager</a>, but just because it is smart politics does not make it good policy.</p>

But the terrorist might in fact have an economic motive. It is abundantly clear that he who risks and often sacrifices his own life in the very act of creating terror does not have a personal economic motive however it is likely that he is motivated to destroy economies. Wealth, abundance and prosperity after all symbolize the &#8216;evil&#8217; that the Islamist sees as an adversary.</h4>
<p>Terrorist attacks occur almost daily in larger and smaller numbers impacting civilians all over the world (<a href="http://terrorism.com/modules.php?op=modload&#38;name=Attacks&#38;file=index" target="_blank"><em>Terrorism Research Center</em></a>) however it is the large scale attacks in major global financial centers that leave the world reeling in shock.  An attack on a town in <strong>Afghanistan, Gujarat or Dagestan</strong> is quickly forgotten as people resume their daily lives the next day.  But an attack on <strong>New York or London</strong> destabilizes the country&#8217;s entire economic machine for several days, leaving its citizens and those elsewhere in the world fearful and helpless. When the major financial center is<a href="http://inspiredeconomist.com/2008/11/26/newsflash-mumbai-under-fire/" target="_blank"> </a><strong><a href="http://inspiredeconomist.com/2008/11/26/newsflash-mumbai-under-fire/" target="_blank">Mumbai</a>,</strong> the nerve center of an economy that is growing at 9% per annum, the terrorist&#8217;s motive is greater. Perhaps because economic growth in a country with which a terrorist can ethnically identify, is a telling sign that the threads of &#8216;evil&#8217; have become deeply ingrained within his own people.</p>
<p><a href="http://bbc.co.uk" target="_blank">BBC</a> released a documentary in 2005 entitled &#8220;<a href="http://en.wikipedia.org/wiki/The_Power_of_Nightmares" target="_blank">The Power of Nightmares</a>.&#8221; It outlines the history of the <strong>Neo-Conservative </strong>movement in America and interestingly enough it shows how <strong>Al-Qaeda</strong> and the <strong>Neo-Conservatives</strong> were rooted in the same ideology: that the economic prosperity of the West represented a decline of social values. For the <strong>Neo-Cons</strong> this spurred a desire to create state terror in the guise of war.  For<strong> Al-Qaeda</strong> it spurred a desire to declare war in the guise of terror.

Record prices for <a href="http://sustainablog.org/2008/08/02/gashole-the-movie-history-of-oil-prices-and-alternative-energy/" target="_blank">petroleum</a> and so record prices at the pump unsurprisingly have retained ExxonMobil&#8217;s righteous crown as the most profitable company in the world: $14.8 billion in profit this past quarter.</h3>

<p>According to the <a href="http://nytimes.com" target="_blank">New York Times</a>, Exxon has exceeded $10 billion in profit in nine of the last 12 quarters. Earlier this year, in the second quarter, the company posted a then-record profit. In the third quarter, Exxon reaped an increase of nearly 60 percent beyond that, setting yet another record while dropping its production by 8 percent for the quarter.

The Dow Jones just plunged more than 700 points and America is standing up for itself as the bastion of free market economics!</p>
<p>According to today&#8217;s New York Times, &#8220;<em>supporters of the bailout proposal had argued that it was necessary to avoid a collapse of the economic system, a calamity that would drag down not just Wall Street investment houses but possibly the savings and portfolios of millions of Americans. Opponents said the bill was cobbled together in too much haste and might amount to throwing good money from taxpayers after bad investments from Wall Street gamblers.&#8221;</em>
