<p><strong>The recent passage of <a href="http://www.opencongress.org/bill/111-h2454/show" target="_blank">the American Clean Energy and Security Act (ACESA)</a> through the House of Representatives has sparked a number of debates. Opponents and proponents of the Waxman-Markley Bill have thrown words around, trying to gain support for their side.</strong></p>
<p><a href="http://redgreenandblue.org/2009/06/27/gops-boehner-calls-climate-bill-ridicilous-pile-of-sht/" target="_blank">House GOP leader John Boehner of Ohio stated</a> that, “By imposing a tax on every American who drives a car or flips on a light switch, <a href="http://redgreenandblue.org/2009/06/23/cbo-waxman-markey-climate-bill-to-cost-just-175household/" target="_blank">this plan will drive up the prices</a> for food, gasoline and electricity.” Meanwhile <a href="http://redgreenandblue.org/2009/06/27/obama-urges-senate-to-pass-climate-bill-video/" target="_blank">President Obama urged the passage of the bill in the Senate</a>, saying that we can&#8217;t &#8220;believe the misinformation out there that suggests there is somehow a contradiction between investing in clean energy and economic growth.”</p>

<p><a href="http://ecoscraps.com/2008/09/18/video-shows-sarah-palins-reccord-on-aerial-wolf-hunting/" target="_self">Palin</a> is said to be against the decision because of the effects it may have on oil and gas developments and the expansion of the city&#8217;s port. (The area happens to be a mature oil-producing basin.)

Half a million of those jobs would be in the area of clean energy and energy efficiency. The president-elect also said he would <a href="http://redgreenandblue.org/2009/01/11/obama-spur-economy-with-green-jobs-video/">commit to doubling the country&#8217;s renewable energy</a> production in three years.</p>
<p><strong>Waxman Thinks House will Pass Carbon Legislation This year:</strong> The new chairman of the House Energy and Commerce Committee, U.S. Representative <a href="http://www.bloomberg.com/apps/news?pid=20601072&#38;sid=a8Ep6CyXIZNc">Henry Waxman said he is “determined” to pass a climate bill</a> this year in the House.</p>
<p><strong>Timber Company Drops Road Deal with Forest Service</strong>: <a href="http://www.nytimes.com/aponline/2009/01/05/us/AP-Forest-Road-Deal.html?_r=1">Plum Creek Timber Company announced</a> it will no longer pursue changes in rules governing its use of U.S. Forest Service roads. Despite the innocent-sounding name, Plum Creek Timber is actually the largest owner of forestland in the U.S. Critics complained the rule change could transform forests into housing subdivisions.</p>
<p><strong>Bush Creates More Marine Protected Areas in Pacific: </strong>George W. Bush is clearly working to make his environmental legacy through the preservation of marine areas. This week, <a href="http://www.sciam.com/blog/60-second-science/post.cfm?id=worlds-leading-protector-of-the-oce-2009-01-06">Bush moved to protect another swath of area in the Pacific</a> by designating them National Monuments. The new monuments will protect the Mariana Trench, the deepest canyon on Earth; coral reefs off the cost of the Mariana Islands; and an atoll known as the &#8220;Islands of Seabirds.&#8221;</p>

    <description><![CDATA[<p>After a hefty <a href="http://redgreenandblue.org/2008/08/21/dont-be-fuelish-offshore-drilling-will-only-leave-us-screwed/">long debate</a> over offshore drilling and new energy policies, the House passed the <a href="http://planetsave.com/blog/2008/09/11/the-dems-fold-with-a-new-offshore-drilling-plan/">ever unpopular</a> Comprehensive American Energy Security &#38; Consumer Protection Act. The <a href="http://www.treehugger.com/files/2008/09/comprehensive-american-energy-security-consumer-protection-act-unveiled-in-congress.php">bill which will open up new areas of the country to oil drilling</a>, but it also comes with increased support for renewables. The bill - weighing in at <a href="http://gristmill.grist.org/images/user/6337/110_hr6899text.pdf">290 pages</a> (PDF) -  was not formally introduced until 9:45pm on Monday night, but Pelosi had released an outline of it early last week.</p>
<blockquote><p>&#8220;The energy bill puts us onto that path of independence by having a comprehensive legislation which is the result of a bipartisan compromise in favor of sweeping innovation solutions for America&#8217;s energy future,&#8221; said Pelosi in a press conference today. &#8220;It is imperative that we are energy independent, so we can enhance the prospect for a great future of renewables and creating good paying jobs.&#8221;</p></blockquote>
<p>The <a href="http://gristmill.grist.org/story/2008/9/16/195746/709">bill passed in the House by a vote of 236-189</a>, with ten Republican&#8217;s supporting the bill and thirteen Democrats opposing it. It <a href="http://gristmill.grist.org/story/2008/9/16/195746/709">includes measures to</a> &#8220;extend the tax credits for renewables, curb energy speculation, establish a national renewable electricity standard, release 10 percent of the Strategic Petroleum Reserve, repeal subsidies to oil companies, and force oil companies to explore on the land already under lease (&#8221;use it or lose it&#8221;).&#8221; It also comes with provisions on efficiency and public transit. And there are even incentives for &#8220;clean coal.&#8221;</p>
<p>The act allows drilling 100 miles off the Atlantic coast and Florida&#8217;s Gulf coast, but that buffer zone could be reduced if a state&#8217;s government allows. It will also let state&#8217;s decide on whether or not to permit oil-shale development on federal lands within their borders. According to three <a href="http://planetsave.com/blog/2008/09/11/oil-and-gas-industry-pays-off-us-govt-with-sex-drugs/">reports delivered to Congress today</a>, a $5.3 million investigation uncovered &#8220;a culture of ethical failure&#8221; amongst the Interior Department. The department&#8217;s inspector general - Earl E. Devaney - found that <a href="http://grist.org/news/2008/09/10/mms_mess/">over a dozen current and former employees had engaged in such transgressions</a>.</p>
<p>Here&#8217;s where it gets real juicy! Like something straight out of a Kid Rock video, the allegations include drug use, sexual relations between federal employees and oil company employees, rigging oil contracts, working part-time as oil consultants, and accepting gifts like golf and ski trips. Somewhat amusingly, Devaney had this to say of the Minerals Management Service (MMS):</p>
<blockquote><p>&#8220;Sexual relationships with prohibited sources cannot, by definition, be arms-length.&#8221;</p></blockquote>

As most people weep at the pump, some environmentalists are rejoicing.  <a href="http://www.npr.org/templates/story/story.php?storyId=90801398">Gas consumption is down</a>, but there are additional hidden costs to high gas prices that leave even green minded folks with a frown.</p>
<h3>1-Difficult to Extract Oil &#38; High Environmental Impact</h3>
<p>High oil prices are making it economically viable to utilize oil that is difficult to extract.  One example of this is just north of the border.</p>
<p>In the U.S., our single biggest source of foreign oil is from Canada.  Although this may be reassuring from a foreign policy standpoint, much of this oil comes with a steep environmental price tag.  Known as tar sands oil, 2 tons of sand are needed to produce one barrel of oil in a very resource and energy intensive process.</p>
