<p>Under the new <a href="http://redgreenandblue.org/2009/09/11/the-real-color-problem-of-president-obama/" target="_blank">Green FDR administration</a> of President Obama, there has been such an increase in renewable technologies funding, that keeping up with qualifying and selecting the best of the best in innovative new  renewable energy tech is overwhelming the Department of Energy.</p>

<p>So Nobel-prizewinning scientist Steven Chu of the DOE has hired a professional Venture Capitalist to help run the DOE renewable energy loan guarantee program. VC Jonathan Silver of Core-Capital Partners will help the DOE eliminate the so-called <a href="http://www.techcrunch.com/2009/09/29/the-vc-the-professor-and-the-valley-of-death/">&#8220;Valley     of Death&#8221;</a> between the university lab and commercialization of groundbreaking renewable  technologies.</p>

<h3>President Obama has just signed an Executive Order that compels the largest consumer of energy in the US economy to invest in energy efficiency improvements to get to huge reductions in energy use by 2020.</h3>
<p>Every Federal agency must  measure, manage, and reduce greenhouse gas emissions to meet specific targets by 2020. They have just 90 days to lay out a plan to meet these targets:</p>
<p><strong>1. Use 30% less gas by 2020.</strong> Federal agencies buy 750,000 new vehicles every year. In normal times that&#8217;s almost 1 in every 17 vehicles sold per year. This Executive Order creates a rock-solid certain market for fuel-efficient vehicles every year from now till 2020.</p>
<p><strong>2. Design all new government buildings </strong><strong>from 2020</strong> <strong>to be net-zero energy</strong><strong>.</strong> Wow! Jimmy Carter might have gotten just a few <a href="http://cleantechnica.com/2008/02/07/how-to-cheap-or-free-solar-panels/">solar panels</a> up on merely <em>one</em> government building; The White House. But this means <strong>every</strong> new government building goes solar to cut fossil energy use to zero.</p>
<p>And they won&#8217;t just want solar power. They&#8217;ll need efficient windows, geothermal ground heat exchanges, efficient air conditioning, solar hot water heating, radiant flooring, tankless water heaters, great insulation&#8230;<em> (and all this will take retrained architects, and doing that will take new classes, and those will need new instructors, who&#8217;ll need new suits&#8230;this is going to be a green jobs boom!)</em></p>

<p>About ten weeks from now leaders from nearly 200 countries will meet in Copenhagen to discuss the next climate treaty. During the last two to three years governments around the world moved to and fro over contentious issues like funding, technology transfer, intellectual property rights and emission reduction targets. As the world started to look for a replacement of the Kyoto Protocol, the start was slow with no sign of urgency even as the UNFCCC recommended a 25 to 40 percent reduction in global carbon emissions by 2020.</p>

<p>But the change at Washington brought a colossal change in the pace of global climate negotiations. The United States had played a vital role in formalization of the Kyoto Protocol but never ratified the same which created a gapping hole in global efforts to reduce carbon emissions. With the failure of Kyoto Protocol acknowledged by almost all it is clear that the we cannot afford to repeat the mistake committed in the past. United States&#8217; commitment to act boldly and swiftly has become the make or break issue for the next climate treaty.

<p>Today the Obama Administration released a 1,200 page document of proposed regulation changes that will drastically alter the fuel economy and emissions standards that auto manufacturers are required to meet in the US. Although it could be an incredibly contentious topic, it seems that so far the proposal has gained wide support from all sides of the spectrum including environmental organizations and industry lobby groups.</p>
<p>The changes — which would alter both the Department of Transportation&#8217;s and the Environmental Protection Agency&#8217;s rules — call for what amounts to about a 5% increase in fuel economy standards per year from 2011 to 2016 starting with 27.3 mpg in 2011 and ending with 35.5 mpg in 2016.</p>
<p>In addition to the new economy standards, the White House has outlined the first ever greenhouse gas emissions limits for new cars sold in the US. Starting with model year 2016, each manufacturer&#8217;s new car fleet would have to meet an average limit of 250 grams of carbon emitted per mile driven.</p>

<p>He will likely be remembered as an FDR figure; the president who powered the nation with solar and wind.</p>

<p>British Manufacturer of electric vehicles (EVs), <a href="http://gas2.org/2008/12/12/fedex-delving-into-the-world-of-electric-cars-chooses-uk-based-modec-for-initial-order-of-10-delivery-vans/">Modec</a>, has announced a joint venture with U.S. based Navistar International Corporation, a $15 billion per year truck manufacturer. The announcement comes at an ideal time as earlier this month, President Barack Obama announced the largest grant ever to develop and bring to market electric vehicles. <a href="http://gas2.org/2009/08/05/obama-unveils-largest-ever-investment-in-advanced-batteries/">Obama made the announcement at the Navistar premises</a> in Elkhart County, Indiana. As part of this funding, Navistar was awarded a grant of $39 million, which will be used to accelerate EV production.</p>
<p> &#8220;The all-electric delivery vehicle is a concrete example of what business and government can do when we work together,&#8221; said Daniel C. Ustian, Navistar Chairman, President and CEO. &#8220;The future is now with this electric vehicle. In fact, we already have interested customers, including some of the most respected names in the industry.&#8221;

<p>The Senate passed the <a href="http://gas2.org/2009/06/15/congress-to-vote-on-cash-for-clunkers-program/">Cash for Clunkers Program</a> today, which gives consumers with cars that get less than 18 miles per gallon the ability to turn them in for a $3,500 or $4,500 cash voucher. The bill was nearly defeated by Republicans, but Democratic support saved the day in part due to Obama&#8217;s lobbying of the program. The President still needs to sign the bill into law.</p>
<p>Although many people believe that the program is designed to reduce global warming emissions through the eradication of gas guzzling cars, its true purpose is to help out struggling automakers and car dealers with new car sales. A person who receives a credit as part of the program cannot buy a used car with the monies. Car sales in 2009 are predicted to be nearly half of what they were in 2008.</p>

<h3>Yesterday the White House announced President Obama’s 2010 request to Congress for $50 million to set up a Social Innovation Fund with the goal of identifying the most promising results-oriented non-profit programs in order to expand their reach throughout the country.</h3>
<p>Taking a page from his grass-roots leadership style, Obama’s <a href="http://www.whitehouse.gov/the_press_office/President-Obama-to-Request-50-Million-to-Identify-and-Expand-Effective-Innovative-Non-Profits/">announcement</a> of the request continues to drive home a message that change will come from the individuals who make up the communities they live in.  The request for seed capital to identify and foster those efforts will come in parallel to an administration re-looking at policy areas to enable new approaches.</p>

<p>Yesterday was a big day for the biofuels industry. President Obama issued a presidential directive to the USDA to expand access for biofuels that includes $800 million to fuel biofuels research. The purpose of the directive, in part, is to aggressively accelerate the investment and production of biofuels. What the directive does not do, is set dollars aside to help improve the infrastructure for higher ethanol blends including E85 although it encourages production of more <a href="http://gas2.org/2008/08/11/beyond-obama-a-biofuel-stimulus-for-president/">flex-fuel vehicles</a>.</p>
<p style="text-align: left">This announcement appears to be serious, at least as serious as a government proclamation can really be&#8211; they created another committee to oversee that the presidential directive. The USDA, EPA and DOE will form a Biofuels Interagency Working Group with a mission to increase energy independence in part through the development of the nation&#8217;s first comprehensive biofuels market development program.</p>

<p><strong>India&#8217;s climate change envoy Shyam Saran has said that his country would like the <a href="http://www.bloomberg.com/apps/news?pid=20601130&#38;sid=aV6t2vTq_XMc" target="_blank">United States to set &#8216;high-end&#8217; emission reduction goals</a>. Leading the Indian delegation into a gathering of largest polluting nations in Washington, Saran said that United States should aim to emissions targets between 25 to 40 percent. </strong></p>
<p>In comparison, President Obama has called for a <a href="http://www.chicagotribune.com/news/nationworld/chi-cap-and-tradefeb27,0,5872133.story" target="_blank">14 percent reduction in carbon emissions by 2020</a> while the European Union has set a 20 percent reduction target. China and India, world&#8217;s largest and third largest polluters respectively, have set no reduction targets and are not expected to agree to even lower targets at the Copenhagen meeting to discuss the next climate treaty.</p>
<p>Calls for the <a href="http://redgreenandblue.org/2009/03/06/clinton-on-global-warming-us-has-been-negligent-in-living-up-to-its-responsibilities/" target="_self">United States to recognize its historical responsibility</a> and take bold actions to reduce its carbon emissions have risen significantly in recent times. Countries around the world have realized that President Obama intends to go the extra mile as far as environmental and climate change reforms are concerned and they various governments are pressing the Obama administration to transform his promises into real actions.

He thought that everyone should have to give up their old cars and buy a hybrid. That, he believed, would solve the global warming problem that he was so worried about. Someone in Washington has stolen my son&#8217;s idea.</p>
<p><a href="http://greeninc.blogs.nytimes.com/2009/04/06/are-cash-for-clunkers-programs-green/" target="_blank">The New York Times</a> reported last week that President Obama embraces &#8220;cash for clunkers&#8221; a government sponsored incentive program that would offer Americans cash for trading in their old, inefficient vehicles for new fuel efficient cars. The program would help both the environment and the ailing auto industry.</p>
<p>I&#8217;d be remiss if I didn&#8217;t mention that one of the reasons that we bought our Prius was because my husband&#8217;s company was offering a $5000 bonus to anyone who bought a vehicle that got 35 miles a gallon or better at the time. There was also a tax rebate - I believe it was $1800, don&#8217;t quote me on that figure, but we didn&#8217;t know about that when we made the decision.</p>

<p>In a 2006 letter just published by the <a href="http://greenoptions.com/search/?q=sea+shepherd+conservation+society">Sea Shepherd Conservation Society</a>, Senator Obama wrote to a concerned family telling them he believed the United States should not condone the annual baby seal slaughter in Canada, and that he would work with his colleagues in the Senate Foreign Relations Committee &#8220;to take the necessary steps to express our outrage with this inhumane measure.&#8221;

<p><strong>A week ago, Rep. John B. Larson introduced the </strong><strong><a href="http://www.govtrack.us/congress/billtext.xpd?bill=h111-1337" target="_blank">America&#8217;s Energy Security Trust Fund Act of 2009</a> in the US Congress. The bill which has evolved from its previous version has advocated a nationwide carbon tax in addition to an &#8216;equivalent&#8217; tax on the imported carbon intensive goods. The bill also proposes to neutralize the impact on the working class by giving out carbon tax rebate. </strong></p>
<p>Calls for a carbon tax have been increasing ever since President Obama took office. In order to achieve energy independence and reducing carbon emissions due to the country&#8217;s &#8216;historical responsivbility&#8217;, President Obama proposed the implementation of cap and trade scheme. The administration feels that such a scheme would not only check the nation&#8217;s carbon emissions but would also generate much needed income.</p>
<p>The European Union also proposed that the Clean Developments Mechanism be replaced by a global carbon tax. Citing the drawbacks of CDM, like lack of transparency and beaurcratic delays, the EU proposed that a carbon tax seems to be the simplest and most effective method to meet emission targets and help getting developing countries access to the clean technologies.

Although the decision to raise the blending limit would infuse billions of dollars into the economy, create jobs and have environmental benefits, it could also lead to shortage in food supplies around the world.</strong></p>

<p>The Environment Protection Agency ordered that about <a href="http://yosemite.epa.gov/opa/admpress.nsf/f0d7b5b28db5b04985257359003f533b/733c5e038c982a97852573e900531d7a!OpenDocument" target="_blank">9 billion gallons of ethanol be blended with fuels</a> in 2008, a major portion of this came from corn and maize - both being edible crops. Farmers were given billions in subsidies to grow biofuel yielding crops, seeing great demand for biofuels on the back of record breaking oil prices farmers opted to sell these food crops to biofuel companies which in turn led to the <a href="http://www.guardian.co.uk/environment/2008/jul/03/biofuels.renewableenergy" target="_blank">food crisis</a> witnessed last year.
