<p><strong>Cops based near Oxford in the UK have revealed that they are <a title="blue lights electric car" href="http://www.people.co.uk/news/tm_headline=cops-can-t-use-blue-light-on-electric-cars%26method=full%26objectid=21788896%26siteid=93463-name_page.html" target="_blank">unable to to use flashing blue lights on their new electric car</a> - in case it drains too much power from the battery.</strong></p>
<p>The Thames Valley police force is testing out the £20,000 ($33,000) <a title="Mitsubishi iMiev" href="http://gas2.org/2009/09/14/i-miev-pre-orders-sell-out-in-first-two-months/" target="_blank">Mitsubishi iMiev</a> in an effort to improve its environmental credentials. Apart from this quite obvious setback, they have been pleased with the silent, emission-free car, capable of travelling 100 miles on a single charge (with the lights off).</p>

<strong>The European Union (EU) and MTV are working together to get young people involved in the climate debate.</strong> The major entities started their &#8220;Play to Stop – Europe for Climate&#8221; campaign this month. Working with international music artists and other international celebrities, this is a major campaign to mobilize the youth around the topic of climate change, and especially for the Copenhagen Climate Conference in December.</p>
<p>The campaign targets 11 EU countries &#8212; Bulgaria, the Czech Republic, Denmark, France, Germany, Hungary, Italy, Poland, Romania, Sweden, and the United Kingdom. <strong>The campaign will involve celebrities from the various participating countries.</strong></p>

<p><strong>A UK engineer has invented a device that <a title="Searaser" href="http://www.timesonline.co.uk/tol/news/environment/article5167812.ece" target="_blank">harnesses wave power to pump sea water uphill</a>, from where it can flow downhill to create hydroelectricity, raising hopes of a cheap, abundant source of renewable energy.</strong></p>
<p>In trials, the device, called the Searaser, has pumped water more than 160ft above sea level, using little more than the natural motion of the waves. There are now plans for a much larger version, capable of pumping to a height of more than 650ft.</p>
<p>Inventor Alvin Smith reckons that each full-size device would be able to pump enough water to supply electricity to 470 homes. He also calculates that a fleet of 43,000 could generate enough power for a staggering 20 million households.</p>

<p>The rise to the <strong>top of the global league table</strong> follows the construction of a new wind farm off the coast of Skegness, Lincolnshire, which increases the UK&#8217;s total electricity generation from offshore wind sources to <strong>590 megawatts (MW), enough to power 300,000 homes</strong>.</p>

<p>Leaders of some EU countries may use the global financial crisis as an excuse to back out of climate change commitments, according to sources close to the ongoing energy negotiations <em>The Guardian</em> <a href="http://www.guardian.co.uk/environment/2008/oct/09/energy.climatechange">reports</a> that the EU council, which meets next week, will propose dropping the previous commitment to an automatic increase in emissions cuts <strong>if the world gets a major climate change agreement next year in Copenhagen</strong> - which is a big &#8220;if.&#8221;</p>
<p>The current EU target of a 20% reduction in emissions by 2020 is set to automatically increase to 30% if a global deal is signed. But apparently, <strong>EU is seeking a completely new legislative process</strong> if the EU target is to go over 20%.

The announcement comes as the UK Environment Agency prepares to release its study on water resource management, which looks at how the industry should coordinate resources in the face of climate change, rising energy prices, and growing demand.</p>
<p>Hilary Benn, the environment secretary, aims to cut use by 30 liters (8 gal.) a day per person by 2030, according to a report in <a href="http://www.timesonline.co.uk/tol/news/environment/article4882383.ece"><em>The Times</em></a>. Benn says the current daily consumption of 150 liters (40 gal.) is unsustainable and needs to be slashed. As a point of comparison, the USGS estimates that average daily <a href="http://ga.water.usgs.gov/edu/qahome.html">water consumption in the U.S.</a> is somewhere between 80-100 gallons per capita.</p>

The difference is that UK political conferences happen once a year, while the US conventions happen once every four years.</p>
<p>The UK&#8217;s third party, the Liberal Democrats are not some kind of Ross Perot outfit who snipe from the sidelines.  Liberalism is a a huge part of the British psyche &#8212; 100 years ago it was in the defacto Government/Opposition in a two party system and many UK politicians still cling to their liberal credentials.</p>
<p>Subsumed for a small time by the socialist agenda, liberalism may be set for a resurgence.  Both Conservatives and Labour wish to prescribe remedies to the population, but only Liberalism allows the people to be educated and make their own decisions.

<p>The huge handout comes as a result of the over allocation of carbon permits to some of the biggest names in world business, including  Ford, Toyota and pharmaceuticals giant Astra Zeneca.</p>
<p>Under the European Union&#8217;s flagship carbon trading scheme, permits are distributed to companies by the government, and are intended to account for their carbon emissions over the following five year period. However, figures published by the European Commission reveal that many recipients have been allocated far too many permits, which they can sell for cash. The total over-allocation runs to nine million permits across 200 companies. At the current price of £21, these could be sold for a total of £189 million (around $340 million).

    <description><![CDATA[<p><img src="http://farm1.static.flickr.com/13/93654652_0b00a1edbe.jpg?v=0" alt="Traffic at Big Ben (II) by J-Cornelius." width="296" height="222" align="left" /><strong>The British government, oil producing countries and oil companies are all to blame for high oil prices, according to a </strong><a href="http://news.bbc.co.uk/2/hi/uk_news/7527679.stm"><strong>recent UK poll</strong></a><strong>.</strong></p>
<p>With the government taking most of the blame (38% of those polled placed the blame on Whitehall), it seems that few people acknowledge the fact that increasing consumption of a finite resource sold on a volatile world market is the real reason for high prices at the pump.</p>
<p>Of course, taxation makes up a significant percentage of the retail price of fuel, which is something that governments do have influence over. To this effect, Conservative party leader David Cameron has proposed a sliding scale for value added fuel tax which decreases as crude oil prices increase, shielding the consumer from global oil market shocks.</p>
<p>However, taxation is ultimately irrelevant to the long term future of oil prices, as prices will inevitably rise as demand in an increasingly affluent world continues to outstrip increase in supply. <strong>It is in this respect that Western governments need to face up to the necessity of implementing long term policies to reduce and eventually eliminate the world economy’s dependence on oil.</strong></p>
<h3>Solutions for the future?</h3>
<p>Reducing, or indeed increasing fuel taxes won’t achieve this, and neither will drilling for more oil or encouraging people to dive fewer miles in more efficient cars.</p>
<p>The only real solution is the development of technology that can offer similar practicality to fossil fuels and provide this to billions of consumers at a low price (in many places a pint of oil still costs less than a pint of beer), and this technology will only be developed and become viable as oil prices increase, letting the market do its work by reducing the comparable cost and risk of new investments.</p>
<p>Perhaps, therefore, the best thing that governments can do in this case is to leave the issue alone – governments have a poor track record in successful market intervention, with many current drilling and tax reduction proposals likely to only prolong the pain and increase damage to the environment.</p>
<p>The British are right to blame their government, although maybe we should blame them for doing too much, rather than too little?</p>

<p>With the postponement of the 2 pence per liter fuel duty rise, fuel duty in the UK today is 17% lower in real terms than it was under the previous conservative government, who made a series of above inflation increases as part of a policy to reduce congestion, pollution and green house gas emissions. Recent crude oil prices have offset the need for tax rises to achieve these goals.

<p>The world&#8217;s biggest offshore wind farm was revived yesterday when German-based energy group <a href="http://www.eon.com/">E.ON</a> and the Danish utility <a href="http://www.dongenergy.com/EN/index.htm">Dong Energy</a> agreed to acquire Shell&#8217;s 33% stake in the 1,000-megawatt London Array.</p>
<p>The two firms, which each own a one-third stake in the project will now become 50-50 partners by buying out Shell, the former third partner. Shell decided to withdraw from the London Array project back in May after a strategic review indicated that the project would not bring sufficient rates of return on the investment. Industry-wide cost inflation has raised the cost of the project to more than £2.5bn ($5 billion U.S.), well above the original estimates of £1.5bn three years ago.

<p><a href="http://www.thameswater.co.uk/UK/region/en_gb/content">Thames Water Utilities</a> will now be allowed to continue building a plant on the north bank of the Thames River in the London Borough of Newham and begin construction of another plant in Beckton, East London.</p>
<p>&#8220;Today’s news is a victory for common sense,&#8221; stated Thames Water CEO David Owens in a <a href="http://www.thameswater.co.uk/UK/region/en_gb/content/News/News_001596.jsp?SECT=Section_Homepage_000431">press release</a>.  &#8220;The desalination plant is a vital part of our response to this situation, and we are committed to getting it built as quickly as possible, so it is available to provide more safe, clean drinking water to Londoners by 2010.&#8221;</p>
